"Are droughts here to stay?" asked our cover story dated June 1-15, 1992. That was the year when large parts of the coun­try were grap­pling with drought, de­spite al­most nor­mal rain­fall. Since then, drought has gripped some or the other part of the coun­try al­most ev­ery year. Through ar­ti­cles and editorials, DownToEarth has warned time and again that we must man­age our wa­ter re­sources and in­tro­duce bet­ter cop­ing mech­a­nisms to avert such dis­as­ters ("Stand­ing the test of drought", Jan­uary 1-15, 2000; "Bleak fu­ture", Oc­to­ber 16-31, 2001). But the gov­ern­ment has failed to drought-proof our agri­cul­ture and econ­omy.
