The 10-day-long cli­mate ne­go­ti­a­tions held in Vienna in July to reach an agree­ment on phas­ing out hy­droflu­o­ro­car­bons ( HFCs), ended with­out any re­sult. This lack of con­sen­sus is a re­cur­ring fea­ture of the meet­ings of par­ties to the Montreal Pro­to­col. For in­stance, here are the open­ing lines of Down ToEarth's story Anx­i­ety helps has­ten ozone safety dead­lines (1-15 De­cem­ber, 1992): Ir­ri­ta­tion among devel­op­ing coun­tries over the foot-drag­ging at­ti­tude of some de­vel­oped coun­tries char­ac­terised the week-long meet­ing in Copen­hagen of the par­ties to the so-called Montreal Pro­to­col. Clearly, the phas­ing-out of HFCS would not be swift.
