In­ter­ac­tive Ses­sion on Women En­trepreneur­ship Pol­icy and MSME Ecosys­tem in Ma­ha­rash­tra

FICCI Ma­ha­rash­tra State Coun­cil, along with FICCI-FLO Mum­bai chap­ter, or­gan­ised an in­ter­ac­tive ses­sion with Sub­hash De­sai, Min­is­ter for In­dus­tries & Min­ing, Gov­ern­ment of Ma­ha­rash­tra, on 11 Septem­ber 2018 in Mum­bai, on Women En­trepreneur­ship Pol­icy and MSME Ecosys­tem in Ma­ha­rash­tra.

De­sai shared the salient fea­tures of the Women En­trepreneur­ship Pol­icy of Ma­ha­rash­tra and fi­nan­cial ben­e­fits and as­sis­tance pro­vided un­der the pol­icy, which is ap­pli­ca­ble to those busi­nesses that are 100 per cent owned by women.

FICCI-FLO mem­bers sug­gested that state gov­ern­ment un­der this pol­icy should pro­vide re­served plots for women as get­ting land in Ma­ha­rash­tra, es­pe­cially in Mum­bai re­gion, is a big chal­lenge. Safety of women was another is­sue, which is an im­por­tant as­pect to en­cour­age woman to take up en­trepreneur­ship.

FICCI-MSME mem­bers sug­gested that re­cov­er­ing money from state gov­ern­ment de­part­ments was be­com­ing a big chal­lenge and un­like pri­vate com­pa­nies, which are sub­jected to au­dit, gov­ern­ment de­part­ments are not sub­jected to strict au­dit norms and, there­fore, time­lines of 45 days credit is never fol­lowed by the state gov­ern­ment. There­fore, to en­sure timely pay­ments to MSMEs, the gov­ern­ment should take ad­e­quate mea­sures for en­cour­ag­ing pro­cure­ment from MSMEs. The mem­bers also sug­gested that there is a need to organise ca­pac­ity de­vel­op­ment and aware­ness pro­grammes to make MSMEs aware of the MSE Fa­cil­i­ta­tion Coun­cil and their role in re­solv­ing de­layed pay­ment cases.

The mem­bers opined that bank loans to MSMEs are one of the big­gest chal­lenges faced by en­trepreneurs and even schemes like Un­nati started by the state gov­ern­ment along with banks are not help­ing the MSMEs enough and fur­ther pro­mo­tion among the stake­hold­ers is needed to ef­fi­ciently utilise such schemes.

De­sai sug­gested open­ing of a fa­cil­i­ta­tion cell at FICCI of­fice to pe­ri­od­i­cally in­ter­act with the state gov­ern­ment of­fi­cers, who will help in re­solv­ing pend­ing is­sues of FICCI mem­bers. Jas­pal Bin­dra, Chair­man, FICCI-MSC, agreed to the min­ster's sug­ges­tions and as­sured to open a fa­cil­i­ta­tion cell at FICCI of­fice at the ear­li­est.
