New face of plan­ning; Look­ing for a DG; Builders at the re­ceiv­ing end; No holiday for PMO

The names of five top-rank­ing IPS of­fi­cers for the post of DG Jammu and Kash­mir Police have been sent to the UPSC. Ac­cord­ing to sources, the panel sub­mit­ted by the State Home Depart­ment to the Sec­re­tary, UPSC con­tains the name of DR Do­ley, a 1986-batch IPS of­fi­cer, who has been on Cen­tral dep­u­ta­tion and posted in Sar­dar Val­lab­hb­hai Pa­tel Na­tional Police Academy since May 28, 2018. Left with nine months of her ser­vice, Do­ley is due to re­tire on May 31, 2019. The sec­ond name is that of Navin Agar­wal, a 1986-batch IPS of­fi­cer, also on dep­u­ta­tion since June 22, 2016, and cur­rently posted as CEO and DG of Na­tional Anti-dop­ing Agency, Depart­ment of Sports. He is sched­uled to reach su­per­an­nu­a­tion on April 30, 2021. The third in­cum­bent in the panel is VK Singh, a 1987batch IPS of­fi­cer who re­turned from Cen­tral dep­u­ta­tion on Au­gust 16, 2017, and is now posted as Spe­cial DG Head­quar­ters at the J&K Police head­quar­ters. Left with three years of ac­tive ser­vice, Singh is due to re­tire on Septem­ber 30, 2021. The fourth name is of Shiv Mu­rari Sa­hai, a 1987-batch IPS of­fi­cer, cur­rently posted as a Joint Sec­re­tary in the Na­tional Se­cu­rity Coun­cil Sec­re­tariat on Cen­tral dep­u­ta­tion since Oc­to­ber 21, 2016. Sa­hai is deputy to the Na­tional Se­cu­rity Ad­vi­sor Ajit Do­val. Left with over four years of ac­tive ser­vice, he is due to re­tire on March 31, 2023. The fi­nal name is of Dil­bag Singh, a 1987-batch IPS of­fi­cer, who was trans­ferred and ap­pointed as DG Pris­ons in place of SK Mishra af­ter the es­cape of LeT ter­ror­ist Naveed Jhat from SMHS Hospi­tal Srinagar in Fe­bru­ary 2018. Singh has also been hold­ing ad­di­tional charge of Di­rec­tor, Fire and Emer­gency Ser­vices. Hav­ing held al­most all the key po­si­tions up to the rank of DGP, Dil­bag Singh has over five years of ac­tive ser­vice and is sched­uled to re­tire on Oc­to­ber 31, 2023. The UPSC is ex­pected to re­turn short­listed panel of three names soon. Then the State Ad­min­is­tra­tive Coun­cil func­tion­ing un­der Gov­er­nor Satya­pal Ma­lik would pick an in­cum­bent for DG of J&K Police.
