Is Univer­sity Grants Com­mis­sion (UGC) just a rec­om­menda­tory body? Should the rules laid down by UGC be fol­lowed strictly by Pan­jab Univer­sity and its af­fil­i­ated col­leges? The at­ti­tude, who cares for UGC, adopted by any state univer­sity is mon­strous. The UGC reg­u­la­tions are ap­pli­ca­ble to all univer­si­ties in the coun­try. Ev­ery univer­sity is legally bound to amend their statutes, or­di­nances, rules and reg­u­la­tions. If there is a clash be­tween the Cen­tral Act and a state act, the former would over­ride. Not­with­stand­ing the Pun­jab Re­or­gan­i­sa­tion Act, 1966, by which Pan­jab Univer­sity has be­come an in­ter-state body cor­po­rate, it con­tin­ues to be gov­erned by state leg­is­la­tion — the Pan­jab Univer­sity Act, 1947, even as the cen­tral government had tried to amend the act. How­ever, Pan­jab Univer­sity may adapt or adopt the guide­lines is­sued by the UGC from time to time. But al­ways re­mem­ber that the UGC is or­dained to main­tain the stan­dard of higher ed­u­ca­tion in the coun­try.
