APPLICABLE TO ALL VARSITIES
Is University Grants Commission (UGC) just a recommendatory body? Should the rules laid down by UGC be followed strictly by Panjab University and its affiliated colleges? The attitude, who cares for UGC, adopted by any state university is monstrous. The UGC regulations are applicable to all universities in the country. Every university is legally bound to amend their statutes, ordinances, rules and regulations. If there is a clash between the Central Act and a state act, the former would override. Notwithstanding the Punjab Reorganisation Act, 1966, by which Panjab University has become an inter-state body corporate, it continues to be governed by state legislation — the Panjab University Act, 1947, even as the central government had tried to amend the act. However, Panjab University may adapt or adopt the guidelines issued by the UGC from time to time. But always remember that the UGC is ordained to maintain the standard of higher education in the country.
