The lateral entry scheme is good, but the intentions behind it are suspect. It is likely that the present government is using the scheme to place its loyalists in key positions. If the position of governor can be compromise­d in Karnataka, why would key positions in the bureaucrac­y be allowed to stay neutral? The advertised advantages of specialisa­tion, namely fresh blood and increased human resources, will not actually materialis­e. In case, there are non-performers in the IAS, they should be dealt with directly and the intake system
