RTOs check if ve­hi­cles have speed gover­nor

NAVI MUM­BAI: All ve­hi­cles com­ing to the Re­gional Trans­port Of­fice (RTO) of Vashi and Pan­vel for reg­is­tra­tions or re­newal of fit­ness cer­tifi­cate are be­ing checked.

The check is in­tended to find out if the trans­port ve­hi­cles in­clud­ing school buses, trucks, trail­ers, dumpers and goods trans­port ve­hi­cles have a speed gover­nor fit­ted which has re­cently been made com­pul­sory from April by the state trans­port de­part­ment.

Af­ter in­stal­la­tion of speed gov­er­nors, the school bus speed will be at 40km per hour, goods trans­port ve­hi­cles at 60 km per hour, dumpers and trucker at 60km per hour and all other ve­hi­cles at 80 km per hour.

“The new trans­port ve­hi­cles such as trucks, buses, dumpers and mini buses were al­ready no­ti­fied to in­stall speed gov­er­nors to limit their speed to 80 km per hour from Oc­to­ber 1 last year,” said San­jay Dhaygude, deputy RTO, of Vashi RTO.

The school buses had to in­stall speed gover­nor in 2012. The other ve­hi­cles had time till April 1.

“We are check­ing if the new and old ve­hi­cles have im­ple­mented it. Their per­mit will be kept on hold un­til they get the speed gov­er­nors in­stalled,” Dhaygude said.

In­stalling the speed gover­nor is manda­tory as per sec­tion 118 of the Cen­tral Mo­tor Ve­hi­cles Rules 1989.

“If the new trans­port ve­hi­cles do not have speed gov­er­nors, they will not be reg­is­tered at the RTO. Fit­ness re­newal cer­tifi­cate will not be ap­proved for ex­ist­ing ve­hi­cles by the RTO,” said Anand Patil, deputy RTO of Pan­vel.
