NMMC hires agency to im­ple­ment hawk­ers’ pol­icy

CBD BELAPUR: The slow-paced hawk­ers’ pol­icy has got a push.

The Stand­ing Com­mit­tee has awarded a con­tract for sur­vey of hawk­ers in all eight NMMC wards.

The agency will con­duct a bio­met­ric sur­vey, reg­is­tra­tion, give reg­is­tra­tion cer­tifi­cates to reg­is­tered hawk­ers, is­sue iden­tity cards, de­velop soft­ware, re­pair and main­tain the sys­tem for three years.

The Navi Mum­bai Mu­nic­i­pal Cor­po­ra­tion (NMMC) had re­ceived three bids for the con­tract. Vir­tual Gal­axy In­fotech Pri­vate Lim­ited, a Nag­pur­based com­pany, bagged the con­tract for Rs38.75 lakh.

The com­pany bid 42.5% less than the es­ti­mate price of the civic body.

The civic ad­min­is­tra­tion has es­ti­mated a to­tal of 15,000 hawk­ers for the sur­vey.

Nerul cor­po­ra­tor Meera Patil said in the stand­ing com­mit­tee meet­ing, “Though ac­tion has been taken against hawk­ers in the city, there are still sev­eral il­le­gal hawk­ers con­duct­ing busi­ness. The reg­is­tered hawk­ers are fac­ing prob­lems due to lack of des­ig­nated places.”

House leader JD Su­tar said, “There is still no clar­ity on the el­i­gi­bil­ity cri­te­ria of hawk­ers. On what ba­sis has the ad­min­is­tra­tion con­sid­ered only 15,000 hawk­ers? Their num­ber has in­creased man­i­fold.”

Shiv Sena cor­po­ra­tor MK Mad­hvi, “The NMMC had ear­lier al­lot­ted pitches to some hawk­ers. Sev­eral wellto-do peo­ple man­aged to get the slots. These pitches need to be can­celled.”

He said, “Al­most 75% of the reg­is­tered hawk­ers have given their pitches on monthly rents rang­ing from Rs6,000 to Rs10,000.”

Mu­nic­i­pal com­mis­sioner Tukaram Mundhe said, “The NMMC has ear­lier sent its hawk­ers pol­icy to the state gov­ern­ment for ap­proval. I have writ­ten to the gov­ern­ment to seek early sanc­tion for it.”

The gov­ern­ment it­self is pre­par­ing a com­pre­hen­sive pol­icy.

“We will go ac­cord­ing to the in­struc­tions that we get from the gov­ern­ment,” said Mundhe.

He added, “We will check the pitches be­ing given to those who are not el­i­gi­ble. Those who have in­for­ma­tion can give it to us and we will ver­ify and take ac­tion if nec­es­sary. The sur­vey will en­sure that only el­i­gi­ble hawk­ers are reg­is­tered.”
