In blow to Delhi’s AAP govt, HC says L-G is ad­min­is­tra­tive head

The lieu­tenant gov­er­nor is the ad­min­is­tra­tive head of Delhi and all de­ci­sions taken by its min­is­ters must be com­mu­ni­cated to him, the high court ruled on Thurs­day, deal­ing a blow to the rul­ing AAP in its power strug­gle with the cen­tral gov­ern­ment-ap­pointed of­fi­cial.

The court said the L-G isn’t bound by the min­is­ters’ ad­vice while they must com­mu­ni­cate their de­ci­sions to the Cen­tre, too, in the event of a dis­pute with the L-G. Dou­bling the hurt, it quashed two high-pro­file probes set up by the Arvind Ke­jri­wal gov­ern­ment into al­leged ir­reg­u­lar­i­ties in grant­ing CNG fit­ness cer­tifi­cates and in the run­ning the state cricket body. It also scrapped an AAP order to pe­nalise dis­coms for un­sched­uled power cuts and set aside ap­point­ments made by it to the dis­com boards, say­ing both de­ci­sions weren’t com­mu­ni­cated to L-G Na­jeeb Jung.
