HT Estates has received several email complaints of demands made by some revenue officials in Noida for R22,000 as fees for registering a GPA. According to an e-mail by Satish Gupta, “When I took my client to a sub-registrar’s office for registration of GPA, my client was made to write an application to ADM (finance) Noida and then was told to pay R22,000. The person informed us that this amount was the ‘fixed rate’ for a GPA registration here.”

When contacted, ADM (finance) Bhagwan Singh said, “I don’t give any approval on any application for GPA. I have also heard about these practices. We will enquire into the issue.”

An advocate in Noida alleges that some officials have marked days for registering the GPA registra- tions. All GPA cases are sent to one department on Monday and the rest to other departments on Tuesdays and Wednesdays . This is an internal arrangement for sharing the booty equally,” he alleges.
