A mas­sive pro­gramme of low-cost so­cial hous­ing and san­i­ta­tion needed to make ur­ban ar­eas more liv­able Recog­nis­ing that towns and cities are en­gines of cre­ativ­ity and in­no­va­tion, the party will­cre­ate a new model of ur­ban ad­min­is­tra­tion with fi­nan­cially-vi­able self-gov­ern­ment in­sti­tu­tions as the pivot Com­pre­hen­sive cover of so­cial se­cu­rity.
