Con­ver­sion of land: The roles of var­i­ous govern­ment agen­cies in­volved in the land pool­ing scheme (MCDs, DDA and ur­ban de­vel­op­ment (UD) depart­ment of the Delhi govern­ment) have not been de­fined clearly for the process of land con­ver­sion and its no­ti­fi­ca­tion Dec­la­ra­tion of de­vel­op­ment area: Ac­cord­ing to the DDA Act, once a ru­ral vil­lage is con­verted into ur­ban area, it should be fur­ther no­ti­fied as de­vel­op­ment area for any con­struc­tion ac­tiv­i­ties.
