NCZ con­cept mooted in 2005: The NCR Re­gional Plan 2021 iden­ti­fied en­vi­ron­men­tally-sen­si­tive ar­eas as the ex­ten­sion of the Aravalli ridge in Ra­jasthan, Haryana and NCT-Delhi, for­est ar­eas, rivers and trib­u­taries of Ya­muna, Ganga, Kali, Hin­don, sanc­tu­ar­ies, ma­jor lakes and wa­ter bod­ies Other recharge ar­eas in­cluded: Other ar­eas iden­ti­fied by the re­gional plan that should be part of the NCZ in­clude ground wa­ter recharg­ing ar­eas such as wa­ter bod­ies, ox-bow lakes and pa­leo-chan­nels. States were di­rected to in­cor­po­rate NCZ in sub-re­gional plans and mas­ter plans Ac­tiv­i­ties per­mit­ted: The re­gional plan also in­di­cated that the only ac­tiv­i­ties per­mit­ted un­der NCZ would be agri­cul­ture and hor­ti­cul­ture, pis­ci­cul­ture, so­cial forestry/plan­ta­tions in­clud­ing af­foresta­tion and re­gional re­cre­ational ac­tiv­i­ties What next? If the Gur­gaon ad­min­is­tra­tion de­cides to in­cor­po­rate all im­por­tant ar­eas, in­clud­ing waste­land and palaeo-chan­nels in NCZ, this will first have to be in­cluded in the sub-re­gional plan for Haryana NCR that is pend­ing fi­nal­i­sa­tion and later amended in the re­spec­tive mas­ter plans What hap­pens to con­structed projects? Per­mis­sions for con­struc­tion on nat­u­ral recharge ar­eas in Gur­gaon are likely be re­voked if they are in­cluded as part of NCZ in the sub-re­gional plan. Where con­struc­tion is over, a de­ci­sion will be taken af­ter fac­tor­ing in pub­lic/pri­vate in­ter­ests
