The Ap­point­ments Com­mit­tee of the Cabi­net ( ACC) has sent a note to all min­istries on Oc­to­ber 7 lay­ing down a ceil­ing of 10 years for an of­fi­cer to be on the per­sonal staff of min­is­ters. Within this over­all ten­ure, the ACC has spec­i­fied, a bu­reau­crat can­not re­main in the po­si­tion of Pri­vate Sec­re­tary ( PS) or Of­fi­cer on Spe­cial Duty ( OSD) to a min­is­ter for more than five years. Sources in the Govern­ment claim that this has been done to en­sure that bu­reau­crats can work in­de­pen­dently, with­out fear or favour, and to curb the com­pletely un­war­ranted prox­im­ity that de­vel­ops be­tween of­fi­cials and the govern­ment of the day. So is this the first af­ter­shock of Pu­lok Chat­terji tak­ing over in the PMO?
