There are no funds to carry out even reg­u­lar main­te­nance work No money to put into the De­pre­ci­a­tion Re­lief Fund, used for re­plac­ing and strength­en­ing old as­sets in­clud­ing tracks, lo­co­mo­tives, bridges and sig­nals. No money to put into the De­vel­op­ment Fund for im­prov­ing pas­sen­ger and staff ameni­ties. Rail­ways failed to float cap­i­tal bonds, as promised by then min­is­ter Ma­mata Ban­er­jee in her Bud­get speech, to re­place over­aged as­sets and for dou­bling of track and gauge con­ver­sion. Rail­ways has failed to fill 1,40,000 safety-re­lated va­can­cies. Pay­ments to con­trac­tors and sup­pli­ers with­held. Sup­plies of cru­cial equip­ment like sig­nalling ca­bles, fish­plates and skids for tracks have been with­held.
