When Planning Commission Deputy Chairman Montek Singh Ahluwalia approached the Prime Minister to resolve the turf battle between Nandan Nilekani’s Unique Identification Authority of India, P. Chidambaram’s home ministry and his own commission, he was presented a familiar refrain. Manmohan Singh is reported to have said that he wanted to have nothing to do with the decision and suggested that Ahluwalia speak to Chidambaram. The home minister said that he would only consider doing something if the Prime Minister asked him directly. Such are the perils of keeping decision-making at an “arm’s length”.
