The litany is re­lent­less and gets more fright­en­ing by the day. A sub­ur­ban train rape in what is con­sid­ered the safest city in the coun­try for women. A se­nior po­lice of­fi­cial com­mit­ting a crime he is sworn to pre­vent, groups of youth driv­ing around the Cap­i­tal, their re­pressed li­bidos find­ing bru­tal re­lease in help­less women on their way home from work or in col­lege. The mean streets of ur­ban In­dia are get­ting meaner, while young women are stalked by fear— and de­praved men. The tragedy lurks not so much in the crimes but among the per­pe­tra­tors.
