This is one lucky committee. An expert committee formed by Finance Minister P. Chidambaram in May to suggest a new index for measuring backward states has proved surprisingly lucky for its members. Raghuram Rajan has become governor of the Reserve Bank of India, Najeeb Jung has moved on from vice- chancellor of Jamia Millia Islamia to lieutenant governor of Delhi. Now the remaining four members are waiting for their turn. Not surprisingly, though the committee was to submit its report to the Government within two months, it is yet to do so.
