If it proves to be any­thing more than an elec­tion gim­mick, it is likely to cause an un­prece­dented bu­reau­cratic reshuf­fle. Last fort­night, in a se­ries of di­rec­tives aimed at ton­ing up the Cen­tral Gov­ern­ment, Mrs Gandhi or­dered her Cab­i­net to dis­pense with the ser­vices of all of­fi­cials who had ei­ther com­pleted their ten­ure or were on ex­ten­sion with the Cen­tre. Sent out barely 72 hours be­fore the cru­cial Delhi elec­tion, the ex­hor­ta­tion was os­ten­si­bly aimed at con­vey­ing her de­ter­mi­na­tion to weed out the bu­reau­cratic hi­er­ar­chy.
