Finance minister Arun Jaitley announced in the budget that affordable housing would be granted infrastructure status, meaning greater access to institutional funding at lower rates of interest and, therefore, lower construction costs. It is meant to be a fillip for the prime minister’s Awas Yojana scheme, announced in July 2015, to provide housing for all by 2022. The budget provided tax breaks and increased funding and redefined the size of an ‘affordable’ house to bring more properties into the scheme’s ambit. Still, getting anywhere near the target will be an extraordinary feat.
