Terrorism was a key talking point during PM Narendra Modi’s visit to the White House last month. By declaring Hizbul Mujahideen leader Syed Salahuddin a ‘Specially Designated Global Terrorist’, the US State Department, said Indian officials, underscored India’s complaints about cross-border terrorism. On July 19, the department released its annual report, Country Reports on Terrorism 2016, putting India behind only Iraq and Afghanistan in the number of attacks perpetrated on its soil. The attacks, though, claimed fewer lives than those worldwide. Small comfort.
