Ter­ror­ism was a key talk­ing point dur­ing PM Naren­dra Modi’s visit to the White House last month. By declar­ing Hizbul Mu­jahideen leader Syed Salahud­din a ‘Spe­cially Des­ig­nated Global Ter­ror­ist’, the US State Depart­ment, said In­dian of­fi­cials, un­der­scored In­dia’s com­plaints about cross-bor­der ter­ror­ism. On July 19, the depart­ment re­leased its an­nual re­port, Coun­try Re­ports on Ter­ror­ism 2016, putting In­dia be­hind only Iraq and Afghanistan in the num­ber of at­tacks per­pe­trated on its soil. The at­tacks, though, claimed fewer lives than those world­wide. Small com­fort.
