Nar­row and rick­ety, the foot­bridge at Elphinstone Sta­tion was in no shape to bear the load of pedes­trian traf­fic to which it was daily sub­jected. This is not hind­sight, af­ter 23 peo­ple were killed in a stam­pede on 29 Septem­ber, but com­mon knowl­edge for com­muters forced to run the gaunt­let of rush hour at the sta­tion. The gov­ern­ment has or­dered a probe, but crit­ics are call­ing it too lit­tle too late. The Shiv Sena, ju­nior part­ner in the Ma­ha­rash­tra gov­ern­ment, has been vo­cif­er­ous in its con­dem­na­tion of its BJP ally’s ne­glect, claim­ing warn­ings went un­heeded by the Cen­tre be­cause of a lack of funds.
