De­liv­ery that aims at fa­cil­i­tat­ing trade has led to se­vere con­ges­tion at the Kolkata Con­tainer Ter­mi­nal. Kolkata Dock System, be­ing one of the old­est city-based ports in the coun­try, has con­sid­er­able space con­straint at the ter­mi­nal, be­sides lack of in­fra­struc­ture. More­over, the Kolkata Po­lice au­thor­i­ties have im­posed road re­stric­tions of al­most 7 hours a day on a stag­gered ba­sis since a year on the move­ment of heavy ve­hi­cles around the port area, thus re­strict­ing the move­ment of car­goes/con­tain­ers to/from the port. Ves­sel turn­around time con­tin­ues to in­crease, con­sid­er­ing pre-berthing de­lays and pe­riod to­wards berth oc­cu­pancy for cargo op­er­a­tions.
