The govern­ment, in an of­fi­cial re­lease, has ob­served that ben­e­fits ac­crued from sub­stan­tial in­vest­ments made un­der var­i­ous past pro­grammes (Ganga Ac­tion Plan I & II, NGRBA, Ya­muna Ac­tion Plan) were less than op­ti­mal. Ac­cord­ing to Cen­tral Pol­lu­tion Con­trol Board, al­most 30 per cent of the sewage treat­ment

` plants mon­i­tored in the states of Ut­tar Pradesh, Ut­tarak­hand, Bi­har and West Ben­gal were not op­er­a­tional and a shock­ing 94 per cent of those op­er­at­ing were non-com­pli­ant with the pre­scribed ef­flu­ent stan­dards.

Clean­ing the Ganga is in­deed a hu­mungous task and a highly com­pli­cated one. Given that the piety and pu­rity of the river is to­day only psy­cho­log­i­cal, it is never late to make a fresh be­gin­ning in giv­ing back to Ganga its tra­di­tional glory.
