This is­sue of SP’s Naval Forces co­in­cides with NDA Gov­ern­ment com­plet­ing 100 days in power with some pos­i­tive de­vel­op­ments like in­crease of FDI in de­fence to 49 per cent; in­di­ca­tions of di­min­ish­ing the ÔBlack ListÕ­cul­ture; tak­ing stock of the strate­gic, op­er­a­tional and mod­erni­sa­tion needs of the armed forces and so on. How­ever, it is too early to re­ally come to a con­clu­sion as it will take some ef­fort to re­move the decade-long legacy of Ôdither­ing decision mak­ingÕof the UPA Gov­ern­ment.

We at SP Guide Pub­li­ca­tions wish the Gov­ern­ment suc­cess in all its fu­ture en­deav­ours. For the In­dian Navy, NDAÕs ten­ure started with show­cas­ing their might with the Prime Min­is­ter Naren­dra Modi ded­i­cat­ing the coun­tryÕs new air­craft car­rier, INS Vikra­ma­ditya to the na­tion on June 14 and spend­ing a day on­board to wit­ness the NavyÕs preparedness for op­er­a­tions. There have been other events like com­mis­sion­ing of the in­dige­nously de­signed and con­structed Kolkata class guided mis­sile de­stroy­ers (INS Kolkata) by Prime Min­is­ter Modi on Au­gust 16 and com­mis­sion­ing of the first in­dige­nously­built stealth anti-sub­ma­rine war­fare corvette, INS Kamorta on Au­gust 23 by the De­fence Min­is­ter Arun Jait­ley. De­tails of th­ese are given in this is­sue.

The an­nounce­ment of the ÔMar­itime Silk RoadÕ by Chi­naÕs Pres­i­dent Xi Jin­ping dur­ing Oc­to­ber 2013, which called for in­creased mar­itime coop- er­a­tion be­tween China and the ASEAN coun­tries to bring peace and pros­per­ity by build­ing ports and im­prove mar­itime con­nec­tiv­ity in the re­gion. China has an­nounced in May 2014 a fund of about $1.6 bil­lion for the pur­pose. With the ÔString of Pearl­sÕ­con­cept al­ready in force, it was nec­es­sary to re­view Chi­naÕs mar­itime strat­egy and its shadow on In­dia, with the back­drop of ÔMar­itime Silk RoadÕ.

Navy re­quires util­ity and multi-role he­li­copters and the large voids ex­ist which ef­fect its op­er­a­tional ef­fi­ciency thus an ar­ti­cle on the sub­ject is in­cluded in this is­sue.

The Navy has over 40 ships un­der con­struc­tion and all of them need Naval Com­bat Man­age­ment Sys­tems. To this if the re­quire­ment of the In­dian Coast Guard is added then the fig­ures be­come quite large thus a global re­view on the sub­ject.
