This issue of SP’s Naval Forces coincides with NDA Government completing 100 days in power with some positive developments like increase of FDI in defence to 49 per cent; indications of diminishing the ÔBlack ListÕculture; taking stock of the strategic, operational and modernisation needs of the armed forces and so on. However, it is too early to really come to a conclusion as it will take some effort to remove the decade-long legacy of Ôdithering decision makingÕof the UPA Government.
We at SP Guide Publications wish the Government success in all its future endeavours. For the Indian Navy, NDAÕs tenure started with showcasing their might with the Prime Minister Narendra Modi dedicating the countryÕs new aircraft carrier, INS Vikramaditya to the nation on June 14 and spending a day onboard to witness the NavyÕs preparedness for operations. There have been other events like commissioning of the indigenously designed and constructed Kolkata class guided missile destroyers (INS Kolkata) by Prime Minister Modi on August 16 and commissioning of the first indigenouslybuilt stealth anti-submarine warfare corvette, INS Kamorta on August 23 by the Defence Minister Arun Jaitley. Details of these are given in this issue.
The announcement of the ÔMaritime Silk RoadÕ by ChinaÕs President Xi Jinping during October 2013, which called for increased maritime coop- eration between China and the ASEAN countries to bring peace and prosperity by building ports and improve maritime connectivity in the region. China has announced in May 2014 a fund of about $1.6 billion for the purpose. With the ÔString of PearlsÕconcept already in force, it was necessary to review ChinaÕs maritime strategy and its shadow on India, with the backdrop of ÔMaritime Silk RoadÕ.
Navy requires utility and multi-role helicopters and the large voids exist which effect its operational efficiency thus an article on the subject is included in this issue.
The Navy has over 40 ships under construction and all of them need Naval Combat Management Systems. To this if the requirement of the Indian Coast Guard is added then the figures become quite large thus a global review on the subject. This issue ends with the usual News in Brief and appointments.
