Dhu­mal is ac­cused of hand­ing out mas­sive doles to the Jaypee Group in re­turn for con­tri­bu­tions the com­pany made to­wards the Hi­machal Pradesh State Cricket As­so­ci­a­tion. These al­le­ga­tions got a shot in the arm when the high court de­clared the Jaypee Group’s ce­ment plant in Solan dis­trict il­le­gal and in com­plete vi­o­la­tion of en­vi­ron­men­tal norms.

The court not only asked Jaypee to de­mol­ish its fac­tory, but also or­dered it to pay a penalty of 100 crore. It also set up a Spe­cial In­ves­ti­ga­tions Team ( SIT) to probe the BJP gov­ern­ment’s role in the scam. Dhu­mal was ac­cused of favouritism be­cause his gov­ern­ment had im­posed a fine of only 5 crore on the real es­tate ma­jor. The Congress has also ac­cused Dhu­mal of over­look­ing the ir­reg­u­lar­i­ties com­mit­ted by Jaypee in ex­e­cu­tion of the 1,000 MW Kar­cham Wang­too Hy­dro­elec­tric project, claim­ing that Dhu­mal al­lowed the com­pany to build ex­cess ca­pac­ity with­out nec­es­sary clear­ances.

There is also con­tin­u­ous heat on the BJP with re­gard to a host of other is­sues, in­clud­ing ma­nip­u­lat­ing ten­der rules to ac­com­mo­date vested in­ter­ests in the sup­ply of free school uni­forms to chil­dren, and a mas­sive scam in al­lo­ca­tion of plots by the Hi­machal Pradesh Hous­ing
