The ab­sence of Par­lia­men­tary num­bers meant a strik­ing op­po­si­tion could crip­ple the UPA-II in the Lok Sabha. That’s what hap­pened for long stretches in the sec­ond half of UPA-II’s ten­ure, giv­ing it an ex­tremely poor Par­lia­men­tary record. The NDA has the num­bers in the Lok Sabha, and it will be look­ing to pass leg­is­la­tions, pend­ing and new. It does not have the num­bers in the Ra­jya Sabha, but it can work around that through deft f loor man­age­ment and in­cre­men­tal gains. But if the BJP reads its strong man­date to move ahead on some of the more po­lar­is­ing items on its agenda, it might have to deal with less pli­able po­lit­i­cal op­po­nents and maybe even a pub­lic back­lash.
