Sorry, this Up­grade didn’t Work for Cor­po­rate Af­fairs Min

Mum­bai: In­fosys has said it is work­ing with the cor­po­rate af­fairs min­istry to fix the is­sues that are be­ing faced by users of the min­istry’s new plat­form. The min­istry’s web­site ‘MCA21’ has been ex­pe­ri­enc­ing glitches ever since In­fosys de­ployed an up­graded sys­tem on March 28.

MCA21 al­lows elec­tronic fil­ing of var­i­ous doc­u­ments re­quired un­der the Com­pa­nies Act. In­fosys said the plat­form was sta­ble on the whole but there have been “mi­nor teething prob­lems”.

“Within six days of go-live, the daily fil­ing count (on April 2) has ex­ceeded what it used to be be­fore the up­graded sys­tem went live. Cen­tralised pro­cess­ing of Com­pany In­cor­po­ra­tion Ser­vices has also been launched along with the up­graded MCA21V2 on March 28, 2016, which is tar­geted at pro­cess­ing the eforms within one day of fil­ing,” an In­fosys spokesper­son said in an email.

The spokesper­son said that al­most 2,000 in­cor­po­ra­tion re­lated fil­ings have been made suc­cess­fully and bar­ring those which were filed on Satur­day, most are be­ing pro­cessed within a day of fil­ing since the new sys­tem was de­ployed.

Of­fi­cials at the min­istry said mi­nor is­sues are part of any change to the plat­form but that they were look­ing to see if the is­sue con­sti­tuted a breach in In­fosys’ ser­vice level agree­ment (SLA). “We have told In­fosys to solve the is­sues as soon as pos­si­ble, so that stake­hold­ers are not in­con­ve­nienced. We mon­i­tor SLAs and pay­ment de­duc­tions are made; we are strict about that. But we do it once a quar­ter, so this will have to be eval­u­ated,” an of­fi­cial told ET on con­di­tion of anonymity.

The por­tal is used by com­pa­nies to sub­mit the re­quired doc­u­ments and fil­ings. Be­sides, it pro­vides pub­lic ac­cess to cor­po­rate in­forma- tion. The plat­form was built by TCS in 2006 and was trans­ferred to In­fosys in 2013. But, as with any largescale sys­tem code change, it has been hit by bugs.

Iron­i­cally, the lat­est up­grade was part of a plan to process fil­ings in a day to en­hance the ease of do­ing busi­ness in the coun­try, a key fo­cus area of Prime Min­is­ter Naren­dra Modi. The bugs in the up­grade led to an out­cry by char­tered ac­coun­tants and com­pany sec­re­taries on so­cial me­dia com­plain­ing about the glitches. Mak­ing mat­ters worse is that the glitches have come at one of the busiest times for com­pa­nies — the clos­ing of the fi­nan­cial year.
