Sorry, this Upgrade didn’t Work for Corporate Affairs Min

Mumbai: Infosys has said it is working with the corporate affairs ministry to fix the issues that are being faced by users of the ministry’s new platform. The ministry’s website ‘MCA21’ has been experiencing glitches ever since Infosys deployed an upgraded system on March 28.

MCA21 allows electronic filing of various documents required under the Companies Act. Infosys said the platform was stable on the whole but there have been “minor teething problems”.

“Within six days of go-live, the daily filing count (on April 2) has exceeded what it used to be before the upgraded system went live. Centralised processing of Company Incorporation Services has also been launched along with the upgraded MCA21V2 on March 28, 2016, which is targeted at processing the eforms within one day of filing,” an Infosys spokesperson said in an email.

The spokesperson said that almost 2,000 incorporation related filings have been made successfully and barring those which were filed on Saturday, most are being processed within a day of filing since the new system was deployed.

Officials at the ministry said minor issues are part of any change to the platform but that they were looking to see if the issue constituted a breach in Infosys’ service level agreement (SLA). “We have told Infosys to solve the issues as soon as possible, so that stakeholders are not inconvenienced. We monitor SLAs and payment deductions are made; we are strict about that. But we do it once a quarter, so this will have to be evaluated,” an official told ET on condition of anonymity.

The portal is used by companies to submit the required documents and filings. Besides, it provides public access to corporate informa- tion. The platform was built by TCS in 2006 and was transferred to Infosys in 2013. But, as with any largescale system code change, it has been hit by bugs.

Ironically, the latest upgrade was part of a plan to process filings in a day to enhance the ease of doing business in the country, a key focus area of Prime Minister Narendra Modi. The bugs in the upgrade led to an outcry by chartered accountants and company secretaries on social media complaining about the glitches. Making matters worse is that the glitches have come at one of the busiest times for companies — the closing of the financial year.
