Some of the pro­ce­dural pro­to­cols of the Ra­jya Sabha elec­tion are mys­ti­fy­ing. Why should an MLA show his vote to his own party’s polling agent as per­mit­ted? Ev­i­dently to know which mem­ber has cross-voted so that his name can be re­ported to the high com­mand. But why should an MLA show his vot­ing slip to a polling agent in the Op­po­si­tion? That is the mil­lion-dol­lar ques­tion. Why are par­ties shy of se­cret bal­lot­ing? The an­swers are linked to the ne­ces­sity for a change in the Anti-De­fec­tion Law.
