-2 ﺑﺎ ﺗﻮﺟﻪ ﺑﻪ ﺁﻧﭽﻪ ﺩﺭ ﺟﺎﻣﻌﻪ ﻣﺎ ﻣﺮﺳــﻮﻡ ﺍﺳﺖ، ﺑﻪ ﻃﻮﺭ ﻣﻌﻤﻮﻝ ﺍﺯ ﻧﺨﺴــﺘﻴﻦ ﻟﺤﻈــﻪ ﻭﻗﻮﻉ ﺣﻮﺍﺩﺙ ﺑﺰﺭگ ﻣﺮﺩﻡ ﺷــﺎﻫﺪ ﺍﻧﻮﺍﻉ ﻭ ﺍﻗﺴــﺎﻡ ﺍﻇﻬﺎﺭﻧﻈﺮﻫــﺎ ﻗــﺮﺍﺭ ﻣﻰﮔﻴﺮﻧﺪ. ﺑﺮﺧﻰ ﺍﺯ ﻣﺴــﺌﻮﻻﻥ ﻛﻪ ﻧﻤﻰﺗﻮﺍﻧﻨﺪ ﺩﺭ ﺑﺮﺍﺑﺮ »ﻭﺳﻮﺳﻪ ﺍﻇﻬﺎﺭﻧﻈﺮ« ﻣﻘﺎﻭﻣﺖ ﻛﻨﻨﺪ ﺩﺭ ﺍﻳﻦ ﺭﻭﺯﻫﺎ ﺑﻪ ﺻﺪﻭﺭ ﺍﺣﻜﺎﻡ ﻭ ﺩﺳــﺘﻮﺭﻫﺎﻯ »ﺑﺎﻳﺪ ﺍﻳﻨﮕﻮﻧﻪ ﻣﻰﺷﺪ« ﻳﺎ »ﺍﺯ ﺍﻳﻦ ﺑﻪ ﺑﻌﺪ ﺍﻳﻨﮕﻮﻧﻪ ﺷــﻮﺩ« ﻣﻰﭘﺮﺩﺍﺯﻧﺪ ﻭ ﺑﺎﺯ ﻫﻢ ﺑﺮﺍﺳــﺎﺱ ﺁﻧﭽﻪ ﻣﺮﺳﻮﻡ ﺍﺳﺖ ﻭ ﺑﻬﺮﻩﮔﻴﺮﻯ ﺍﺯ ﻣﻌﺠﻮﻥ »ﮔﺬﺷﺖ ﺯﻣﺎﻥ« ﺍﻳﻦ ﺣﺎﺩﺛﻪ ﻣﺎﻧﻨﺪ ﺑﺴﻴﺎﺭﻯ ﺍﺯ ﺍﺗﻔﺎﻗﺎﺕ ﺍﺯ ﺍﻳﻦ ﺩﺳﺖ ﻓﺮﺍﻣﻮﺵ ﻣﻰﺷﻮﺩ ﻭ ﻗــﺮﺍﺭ ﺑﻌﺪﻯ ﺍﻳﻦ ﻣﻮﺝ ﺍﻇﻬﺎﺭﻧﻈﺮﻫﺎ ﺑﻪ ﺣﺎﺩﺛﻪ ﺑﻌﺪﻯ ﻣﻰﺭﺳــﺪ. ﺷــﻮﺭﺑﺨﺘﺎﻧﻪ ﺍﻳﻨﻜﻪ ﺍﻳﻦ ﺭﻓﺘﺎﺭ ﺑﻪﻃﻮﺭ ﺗﻘﺮﻳﺒﻰ ﺷﻜﻞ ﻫﻨﺠﺎﺭ ﭘﻴﺪﺍ ﻛﺮﺩﻩ ﻭ ﻣﺮﺩﻡ ﻧﻴﺰ ﺑﻪ ﺍﻳﻦ ﺭﻭﻳﻪ ﻋﺎﺩﺕ ﻛﺮﺩﻩﺍﻧﺪ ﺍﻣﺎ ﺑﻰﺷــﻚ ﺑﻌﺪ ﺍﺯ ﻫــﺮ ﺣﺎﺩﺛﻪﺍﻯ ﺍﻓﻜﺎﺭ ﻋﻤﻮﻣﻰ ﺑﺎ ﭘﺮﺳــﺶﻫﺎﻯ ﺑﺪﻭﻥ ﭘﺎﺳــﺦ ﻭ ﭘﺎﺳــﺦﻫﺎﻯ ﭘﺮﺍﺑﻬﺎﻡ ﺑﺴﻴﺎﺭﻯ ﺭﻭﺑﻪﺭﻭ ﺍﺳــﺖ؛ ﭘﺮﺳﺶﻫﺎﻳﻰ ﻛﻪ ﺑﺎ ﺣﺎﺩﺛﻪ ﺑﻌﺪﻯ ﺩﻏﺪﻏﻪ ﻓﻜﺮﻯ ﺩﻭﺑﺎﺭﻩ ﻣﺮﺩﻡ ﻣﻰﺷﻮﺩ.

ﻣﺮﺩﻡ ﺣﻖ ﺩﺍﺭﻧﺪ ﺑﺪﺍﻧﻨﺪ ﺍﺯ ﺁﺧﺮﻳﻦ ﺁﺗﺶﺳــﻮﺯﻯ ﻛﻪ ﺩﺭ ﻫﻤﻴﻦ ﻣﻨﻄﻘــﻪ ﺟﻤﻬﻮﺭﻯ ﺍﺗﻔﺎﻕ ﺍﻓﺘــﺎﺩ ﻭ ﻧﻴﺮﻭﻫﺎﻯ ﺍﻣــﺪﺍﺩﻯ ﺑﻪ ﺩﻟﻴﻞ ﻧﺪﺍﺷــﺘﻦ ﺑﺮﺧﻰ ﺗﺠﻬﻴﺰﺍﺕ ﺩﺭ ﺍﻣﺪﺍﺩﺭﺳﺎﻧﻰ ﺩﭼﺎﺭ ﻣﺸﻜﻞ ﺷﺪﻧﺪ، ﭼﻪ ﺳﻴﺎﺳﺖﻫﺎ ﻭ ﺭﺍﻫﺒﺮﺩﻫﺎﻳﻰ ﺑﺮﺍﻯ ﺣﻞ ﺍﻳﻦ ﻣﺸﻜﻞ ﺍﻋﻤﺎﻝ ﺷﺪ؟ ﺍﻳﻦ ﺣﻖ ﺍﻓﻜﺎﺭ ﻋﻤﻮﻣﻰ ﺑﻪﻭﻳــﮋﻩ ﺧﺎﻧﻮﺍﺩﻩﻫﺎﻯ ﺩﺍﻏﺪﺍﺭ ﺍﻳﻦ ﺣﺎﺩﺛﻪ ﺍﺳــﺖ ﻛﻪ ﺑﺪﺍﻧﻨﺪ ﺍﻳﻦ ﺳﺎﺧﺘﻤﺎﻥ 45ﺳــﺎﻟﻪ ﻛﻪ ﻃﺒﻖ ﺳﻨﺪﻯ ﻛﻪ ﺍﻳﻦ ﺭﻭﺯﻫﺎ ﻣﻨﺘﺸــﺮ ﺷﺪﻩ ﺍﺯ ﺳــﺎﻝ 92 ﺑﺎ ﺗﻮﺟﻪ ﺑﻪ ﺍﺻﻮﻝ ﺍﻳﻤﻨﻰ ﺑﺎ ﻣﺸــﻜﻼﺕ ﺍﺳﺎﺳﻰ ﺭﻭﺑﻪﺭﻭ ﺍﺳــﺖ ﺍﺯ ﺗﺎﺭﻳﺦ ﺍﻧﺘﺸﺎﺭ ﺁﻥ ﻫﺸﺪﺍﺭ ﻛﺘﺒﻰ ﭼﻪ ﺍﻗﺪﺍﻡﻫﺎﻳﻰ ﺍﺯ ﻃﺮﻑ ﺳــﺎﻛﻨﺎﻥ ﻭ ﻛﺴﺒﻪ ﭘﻼﺳﻜﻮ ﺍﻧﺠﺎﻡ ﺷــﺪﻩ ﺍﺳــﺖ ﻭ ﺍﮔﺮ ﻫﻴﭻ ﺍﻗﺪﺍﻣﻰ ﺍﻧﺠﺎﻡ ﻧﺸــﺪﻩ ﻣﺪﻳﺮﻳﺖ ﺷﻬﺮﻯ ﺑﺮﺍﻯ ﺣﻞ ﺍﻳﻦ ﻧﻘﻴﺼﻪ ﺩﺭ 3ﺳــﺎﻝ ﺍﺧﻴــﺮ ﭼﻪ ﺗﺼﻤﻴﻤﺎﺗﻰ ﮔﺮﻓﺘﻪ ﺑﻮﺩ؟ ﻭ ﺩﻳﮕﺮ ﺁﻧﻜﻪ ﺍﮔﺮ ﻋﺎﻣﻞ ﺑﺮﺧﻰ ﻛﺎﺳــﺘﻰﻫﺎ ﺑﻪ ﺑﻰﻣﻬﺮﻯﻫﺎﻯ ﺍﺧﺘﺼﺎﺹ ﺑﻮﺩﺟﻪ ﻣﺮﺑﻮﻁ ﻣﻰﺷــﻮﺩ ﭼــﻪ ﺭﺍﻫﻜﺎﺭﻫﺎﻳﻰ ﺑﺮﺍﻯ ﺣﻞ ﺍﻳﻦ ﻣﻌﻀﻼﺕ ﺑﺎﻳﺪ ﭘﻴﺶ ﮔﺮﻓﺖ؟

-3 ﺣﺎﺩﺛﻪ ﺁﺗﺶﺳــﻮﺯﻯ ﺳﺎﺧﺘﻤﺎﻥ ﭘﻼﺳــﻜﻮ ﻭ ﻣﺪﻳﺮﻳﺖ ﺍﻳﻦ ﻭﺍﻗﻌــﻪ ﺭﺍ ﺍﮔﺮ ﺍﺯ ﻧــﮕﺎﻩ ﻣﺪﻳﺮﻳﺖ ﺑﺤﺮﺍﻥ ﻣﻄﺎﻟﻌﻪ ﻛﻨﻴﻢ ﺑﻰﺷــﻚ ﺑــﺮﺍﻯ ﺭﺳــﺎﻧﻪ ﺑﺎﻳﺪ ﻧﻘﺶ ﻣﻤﺘﺎﺯﻯ ﺭﺍ ﻗﺎﺋﻞ ﺷــﺪ. ﺭﺳــﺎﻧﻪﻫﺎ ﺑﺎﻳﺪ ﺩﺭ ﭼﺮﺧﻪ ﻣﺪﻳﺮﻳﺖ ﺑﺤﺮﺍﻥ ﻛﺸــﻮﺭ ﻓﻌﺎﻻﻧﻪ ﺑﻪﻛﺎﺭ ﮔﺮﻓﺘﻪ ﺷــﻮﻧﺪ ﻭ ﺑﺎ ﺁﻣﻮﺯﺵﻫﺎﻯ ﺿــﺮﻭﺭﻯ ﻭ ﻣﻜﺮﺭ ﺑﻪ ﻣﺮﺩﻡ ﺑﻪ ﺍﺭﺗﻘﺎﻯ ﺍﻳﻤﻨﻰ ﻭ ﺍﻓﺰﺍﻳﺶ ﻓﺮﻫﻨﮓ ﻫﻤﺰﻳﺴــﺘﻰ ﺑﺎ ﺣﻮﺍﺩﺙ ﻭ ﻳﺎ ﺑﺤﺮﺍﻥﻫﺎﻯ ﻃﺒﻴﻌﻰ ﺩﺭ ﺑﻴﻦ ﺟﺎﻣﻌﻪ ﻛﻤﻚ ﻛﻨﻨﺪ. ﺍﻧﺘﻘﺎﻝ ﺁﺭﺍﻣﺶ ﺩﺭ ﺣﻴﻦ ﻫﻮﺷﻴﺎﺭﻯ ﺩﺭ ﺑﺮﺍﺑﺮ ﺣﻮﺍﺩﺙ ﻭ ﺳــﻮﺍﻧﺢ ﺑﻪ ﺟﺎﻣﻌﻪ ﺟﺰﻭ ﻭﻇﺎﻳﻒ ﺗﻌﺮﻳﻒﺷــﺪﻩ ﺭﺳــﺎﻧﻪﻫﺎ ﺩﺭ ﺣﻮﺍﺩﺙ ﻭ ﺑﺤﺮﺍﻥﻫﺎﻯ ﻃﺒﻴﻌﻰ ﺍﺳﺖ ﻭ ﺍﻳﻦ ﺍﻗﺪﺍﻣﺎﺕ ﻋﺎﻣﻠﻰ ﺍﺳﺖ ﺩﺭ ﺍﻳﺠﺎﺩ ﺍﺭﺗﺒﺎﻁ ﻣﻮﺛﺮ ﺑﻴﻦ ﺩﻭﻟﺖ ﻭ ﻣﺮﺩﻡ. ﺷﺎﻳﺪ ﺍﮔﺮ ﺩﺭ ﺭﻭﺯ ﺣﺎﺩﺛﻪ ﺭﺳﺎﻧﻪﻫﺎ ﻣﻰﺗﻮﺍﻧﺴﺘﻨﺪ ﺑﻪ ﻧﻘﺶ ﻓﻌﺎﻝ ﻭ ﺗﺎﺛﻴﺮﮔﺬﺍﺭ ﺧــﻮﺩ ﺑﭙﺮﺩﺍﺯﻧﺪ ﺩﻳﮕﺮ ﺷــﺎﻫﺪ ﺍﺯﺩﺣﺎﻡ ﺑﻴــﺶ ﺍﺯ ﺣﺪﻯ ﻛﻪ ﺑﺎﻋﺚ ﻛﻨﺪﻯ ﺍﻣﺪﺍﺩﺭﺳﺎﻧﻰ ﻣﻰﺷﺪ ﻧﺒﻮﺩﻳﻢ ﻭ ﻣﺮﺩﻡ ﻧﻴﺰ ﺩﺭ ﮔﺮﻓﺘﻦ ﺍﺧﺒﺎﺭ ﺳــﺮﺩﺭﮔﻢ ﻧﻤﻰﺷﺪﻧﺪ ﻭ ﺩﺭﻧﺘﻴﺠﻪ ﻣﺴــﺌﻮﻻﻥ ﻫﻢ ﻧﻴﺎﺯﻯ ﻧﺒﻮﺩ ﺩﺭ ﺍﻳﻦ ﺷــﺮﺍﻳﻂ ﺳﺨﺖ ﻛﺎﺭﻯ ﻭﻗﺖ ﻭ ﺍﻧﺮژﻯ ﺧﻮﺩ ﺭﺍ ﺑﻪ ﺗﻜﺬﻳﺐﻫﺎﻯ ﻣﻜﺮﺭ ﺑﮕﺬﺭﺍﻧﻨﺪ.

-4 ﺑﺎ ﺗﻮﺟﻪ ﺑﻪ ﻧﻔﻮﺫ ﻭ ﮔﺴﺘﺮﺵ ﺭﺳﺎﻧﻪﻫﺎ، ﺍﻳﻦ ﭘﺪﻳﺪﻩ ﻣﺪﺭﻥ ﺑﻪ ﺟﺰﻭ ﺟﺪﺍﻳﻰﻧﺎﭘﺬﻳﺮ ﺍﺯ ﭼﺮﺧﻪ ﻣﺪﻳﺮﻳﺖ ﺑﺤﺮﺍﻥ ﺗﺒﺪﻳﻞ ﺷﺪﻩ ﺍﺳﺖ. ﺩﺭ ﺣﻮﺍﺩﺛﻰ ﭼﻮﻥ ﻭﺍﻗﻌﻪ ﺭﻭﺯ ﭘﻨﺠﺸــﻨﺒﻪ، ﻧﻘﺶ ﺭﺳﺎﻧﻪ ﻳﻚ ﻧﻘﺶ ﺣﻴﺎﺗﻰ ﻛﺎﺭﮔﺸﺎﺳﺖ ﻭ ﺑﻰﺷﻚ ﺍﻳﻔﺎﻯ ﺍﻳﻦ ﻧﻘﺶ ﻣﺴﺘﻠﺰﻡ ﺍﻋﺘﻤﺎﺩ ﻣﺴﺌﻮﻻﻥ ﻭ ﺟﺎﻣﻌﻪ ﺑﻪ ﺭﺳﺎﻧﻪ ﺍﺳﺖ.
