ﺭﺍﻫﻰ ﻛــﻪ ﺻﻨﻌﺖ ﺑﻪﻭﻳﮋﻩ ﺻﻨﻌﺖ ﺧﻮﺩﺭﻭ ﺩﺭ ﻃــﻮﻝ 4 ﺩﻫﻪ ﮔﺬﺷــﺘﻪ ﭘﻴﺶ ﮔﺮﻓﺘﻪ، ﺭﺍﻩ ﺍﺷــﺘﺒﺎﻫﻰ ﺑﻮﺩﻩ ﺍﺳﺖ. ﻓﻨﺎﻭﺭﻯ ﭘﺪﻳﺪﻩ ﺳﻴﺎﻝ ﺍﺳــﺖ ﻭ ﺭﻭﺯﺍﻧــﻪ ﺗﻐﻴﻴﺮ ﻣﻰﻛﻨﺪ ﻭ ﺑﺮﺭﺳــﻰ ﺭﻭﺵﻫــﺎﻯ ﺗﻮﻟﻴــﺪ ﻛﺎﻻﻫﺎﻯ ﺍﺳــﺘﺮﺍﺗﮋﻳﻚ ﺩﺭ ﻃﻮﻝ 40 ﺳــﺎﻝ ﮔﺬﺷــﺘﻪ ﻧﺸــﺎﻥﺩﻫﻨﺪﻩ ﺩﮔﺮﮔﻮﻧﻰﻫــﺎﻯ ﺍﺳﺎﺳــﻰ ﺍﺳــﺖ ﺍﻣــﺎ ﻧﻜﺘﻪ ﺍﺳﺎﺳــﻰ ﺍﻳﻨﻜﻪ ﺍﻳﻦ ﺗﻐﻴﻴﺮﺍﺕ ﺗﻨﻬﺎ ﺍﺯ ﺳــﻮﻯ ﺷــﺮﻛﺖﻫﺎﻯ ﺑﺰﺭگ ﻭ ﺻﺎﺣــﺐ ﻓﻨﺎﻭﺭﻯ ﺭﺥ ﻣﻰﺩﻫﺪ.

ﺩﺭ ﺻﻨﻌﺖ ﺧﻮﺩﺭﻭ ﻧﻴﺰ ﻫﻤﻴﻦ ﻣﺴــﺌﻠﻪ ﺻﺎﺩﻕ ﺍﺳــﺖ، ﺩﺭ ﺷــﺮﺍﻳﻂ ﺟﻨﮓ ﺑﺮﺍﺳــﺎﺱ ﺑﺮﺩﺍﺷﺖﻫﺎﻯ ﺍﺷــﺘﺒﺎﻩ ﻛﺎﺭﺧﺎﻧﻪ ﺗﺎﻟﺒﻮﺕ ﺭﺍ ﺑﺮﺍﻯ ﺗﻮﻟﻴﺪ ﭘﻴﻜﺎﻥ ﺩﺭ ﺍﻳﺮﺍﻥ ﺍﻧﺘﺨﺎﺏ ﻭ ﺧﺮﻳﺪﺍﺭﻯ ﻛــﺮﺩﻩ ﺍﻣﺎ ﺍﻗﺪﺍﻡ ﺑﻪ ﺗﻮﻟﻴﺪ ﺧﻮﺩﺭﻭﻫﺎﻳﻰ ﻛﺮﺩﻳﻢ ﻛﻪ ﺳــﺎﻝﻫﺎ ﭘﻴﺶ ﺍﺯ ﺭﺩﻩ ﺧﺎﺭﺝ ﺷﺪﻩ ﺑﻮﺩﻧﺪ ﻛﻪ ﺍﻳﻦ ﺭﻭﻧﺪ ﻧﺸﺎﻥ ﻣﻰﺩﻫﺪ ﺑﻪ ﻋﻨﻮﺍﻥ ﻳﻚ ﻛﺸــﻮﺭ ﺩﺭ ﺣﺎﻝ ﺭﺷــﺪ، ﺗﻮﺍﻥ ﺗﻮﻟﻴﺪ ﻓﻨﺎﻭﺭﻯ ﺩﺭ ﻛﺸــﻮﺭ ﻧﺪﺍﺭﻳﻢ. ﻫﻢﺍﻛﻨﻮﻥ ﺗﻮﻟﻴﺪ ﻓﻨﺎﻭﺭﻯ ﺗﻨﻬﺎ ﺩﺭ ﺍﺧﺘﻴﺎﺭ ﺷﺮﻛﺖﻫﺎﻯ ﺧﺎﺻﻰ ﺍﺳﺖ ﻭ ﺗﻌﺪﺍﺩ ﺍﻳﻦ ﺷﺮﻛﺖﻫﺎ ﺩﺭ ﺯﻣﻴﻨﻪ ﺻﻨﺎﻳﻊ ﺧﻮﺩﺭﻭﺳﺎﺯﻯ ﺑﺴﻴﺎﺭ ﻣﺤﺪﻭﺩ ﺍﺳﺖ. ﺑﻨﺎﺑﺮﺍﻳﻦ ﺗﻨﻬﺎ ﺭﺍﻩ ﻧﺠﺎﺕ ﻫﺮ ﻧﻮﻉ ﺻﻨﻌﺖ ﺩﺭ ﺍﻳﺮﺍﻥ، ﺍﻳﺠﺎﺩ ﺳﺮﻣﺎﻳﻪﮔﺬﺍﺭﻯﻫﺎﻯ ﻣﺸﺘﺮﻙ ﺑﺎ ﺷﺮﻛﺖﻫﺎﻯ ﺩﺍﺭﺍﻯ ﻓﻨﺎﻭﺭﻯ ﺍﺳﺖ. ﺁﻧﭽﻪ ﺩﺭ ﻃﻮﻝ ﺩﻭﻟﺖ ﻳﺎﺯﺩﻫﻢ ﻭ ﺑﻪﻭﻳﮋﻩ ﺍﻧﺘﺨﺎﺏ ﺭﻳﻴﺲ ﻫﻴﺎﺕ ﻋﺎﻣﻞ ﺳﺎﺯﻣﺎﻥ ﮔﺴــﺘﺮﺵ ﻭ ﻧﻮﺳﺎﺯﻯ ﺻﻨﺎﻳﻊ ﺍﻳﺮﺍﻥ ﺑﻪﻋﻨﻮﺍﻥ ﻣﺘﻮﻟﻰ ﺻﻨﻌﺖ ﺧﻮﺩﺭﻭ ﺍﺗﻔﺎﻕ ﺍﻓﺘﺎﺩ، ﻧﻘﻄﻪﻋﻄﻔﻰ ﺩﺭ ﺻﻨﻌﺖ ﺧﻮﺩﺭﻭ ﺑﻮﺩ ﺯﻳﺮﺍ ﺑﺮﺍﻯ ﻧﺨﺴــﺘﻴﻦﺑﺎﺭ ﻗﺎﻋﺪﻩ ﺑﺎﺯﻯ ﺭﺍ ﺑﻪ ﺩﺭﺳﺘﻰ ﺩﺭﻙ ﻛﺮﺩﻳﻢ. ﻫﻢﺍﻛﻨﻮﻥ ﺗﻮﺍﻥ ﺗﻮﻟﻴﺪ ﻓﻨﺎﻭﺭﻯ ﺭﺍ ﺩﺭ ﺻﻨﻌﺖ ﺧﻮﺩﺭﻭ ﺻﻨﻌﺘﻰ ﻛﻪ ﺑﻪ ﺷﺪﺕ ﺩﺭ ﺣﺎﻝ ﺩﮔﺮﮔﻮﻧﻰ ﺍﺳﺖ، ﻧﺪﺍﺭﻳﻢ ﺑﻪ ﺍﻳﻦ ﺩﻟﻴﻞ ﻗﺮﺍﺭﺩﺍﺩﻫﺎﻳــﻰ ﻛﻪ ﺑﺎ ﺧﻮﺩﺭﻭﺳــﺎﺯﺍﻥ ﺧﺎﺭﺟﻰ ﻣﻨﻌﻘﺪ ﺷــﺪﻩ ﻗﺮﺍﺭﺩﺍﺩﻫﺎﻳﻰ ﻫﺴــﺘﻨﺪ ﻛﻪ ﺳــﺮﻣﺎﻳﻪﮔﺬﺍﺭﻯ ﺁﻧﻬﺎ ﺭﺍ ﺩﺭ ﺍﻳﺮﺍﻥ ﺍﻣﻜﺎﻧﭙﺬﻳﺮ ﻛﺮﺩﻩ ﻭ ﻣﺎ ﺭﺍ ﺑﻪ ﺳﺮﭼﺸﻤﻪ ﺗﻮﻟﻴﺪ ﻓﻨﺎﻭﺭﻯ ﻣﺘﺼﻞ ﻣﻰﻛﻨــﺪ. ﻫﻢﺍﻛﻨــﻮﻥ ﺍﻣﻜﺎﻥ ﺗــﺪﺍﻭﻡ ﺗﻮﻟﻴﺪ ﺧﻮﺩﺭﻭﻫﺎﻯ ﺍﺯ ﺭﺩﻩ ﺧﺎﺭﺝ ﺷــﺪﻩ ﻛﻪ ﺩﺭ ﻃﻮﻝ 4 ﺩﻫﻪ ﮔﺬﺷــﺘﻪ ﺩﺭ ﺍﻳﺮﺍﻥ ﺑﻮﻣﻰﺳﺎﺯﻯ ﺷﺪﻩ ﻭﺟﻮﺩ ﻧﺪﺍﺭﺩ ﺯﻳﺮﺍ ﺑﺎ ﻭﺭﻭﺩ ﺧﻮﺩﺭﻭﻫﺎﻯ ﺧﺎﺭﺟﻰ ﺩﺍﺭﺍﻯ ﻓﻨــﺎﻭﺭﻯ ﺑــﺎﻻ، ﺳــﻄﺢ ﺍﻧﺘﻈﺎﺭﻫــﺎﻯ ﻣــﺮﺩﻡ ﻧﻴﺰ ﺍﻓﺰﺍﻳــﺶ ﻳﺎﻓﺘﻪ ﺍﺳــﺖ. ﺑﻨﺎﺑﺮﺍﻳﻦ ﺗﺠﺮﺑﻪ ﻧﺸــﺎﻥ ﺩﺍﺩﻩ ﺳﻴﺎﺳــﺖﻫﺎﻯ ﺣﻤﺎﻳﺘﻰ ﻟﺠﺎﻡﮔﺴــﻴﺨﺘﻪ ﺍﺯ ﺻﻨﻌﺖ ﺧﻮﺩﺭﻭ ﺍﻳﺮﺍﻥ ﺟﺰ ﺗﺤﻤﻴﻞ ﺑــﻪ ﻣﺼﺮﻑﻛﻨﻨﺪﻩ ﺩﺳــﺘﺎﻭﺭﺩﻯ ﺑﻪ ﻫﻤــﺮﺍﻩ ﻧﺨﻮﺍﻫﺪ ﺩﺍﺷــﺖ ﻛﻪ ﻻﺯﻡ ﺍﺳــﺖ ﺩﺭ ﺍﻳﻦ ﻣﻴﺎﻥ ﻭﺍﻛﻨﺶﻫﺎﻯ ﺍﻗﺘﺼﺎﺩﺩﺍﻧﺎﻥ ﻭ ﻣﺪﻳﺮﺍﻥ ﺷﺮﻛﺖﻫﺎﻯ ﺑــﺰﺭگ ﺭﺍ ﺩﺭ ﺭﺍﺑﻄﻪ ﺑــﺎ ﺍﻗﺪﺍﻡ ﺩﻭﻟﺖ ﺟﺪﻳــﺪ ﺍﻣﺮﻳﻜﺎ ﺩﺭﺑﺎﺭﻩ ﺣﻤﺎﻳــﺖ ﺍﺯ ﺻﻨﺎﻳﻊ ﺩﺍﺧﻠﻰ ﻭ ﺗﻌﺮﻓﻪﻫﺎﻯ ﺑﺎﻻ ﻣﻮﺭﺩ ﺑﺮﺭﺳــﻰ ﻗﺮﺍﺭ ﺩﻫﻴﻢ.

ﺁﻧﭽﻪ ﻣﺴــﻠﻢ ﺍﺳــﺖ ﺍﻳﻨﻜﻪ ﻗﺮﺍﺭﺩﺍﺩﻫــﺎﻯ ﺟﺪﻳﺪ ﺑﻪ ﺍﻣﻀﺎ ﺭﺳــﻴﺪﻩ ﺩﺭ ﺻﻨﻌﺖ ﺧﻮﺩﺭﻭ، ﺯﻣﻴﻨﻪ ﻭﺭﻭﺩ ﻓﻨﺎﻭﺭﻯ ﭘﻴﺸﺮﻓﺘﻪ ﺧﺎﺭﺟﻰ ﺭﺍ ﺑﻪ ﻛﺸﻮﺭ ﻓﺮﺍﻫﻢ ﻛﺮﺩﻩ ﻭ ﺍﻧﺘﻈﺎﺭ ﺩﺍﺭﻳﻢ ﺍﺯ ﺳﺎﻝ 96 ﺑﻪ ﺑﻌﺪ ﺑﺎ ﺗﻮﺟﻪ ﺑﻪ ﻗﺮﺍﺭﺩﺍﺩﻫﺎﻳﻰ ﻛﻪ ﺑﻴﻦ ﻗﻄﻌﻪﺳﺎﺯﺍﻥ ﺍﻳﺮﺍﻧﻰ ﻭ ﻛﺸﻮﺭﻫﺎﻯ ﺩﻳﮕﺮ ﺍﺯ ﺟﻤﻠﻪ ﺁﻟﻤﺎﻥ، ﻓﺮﺍﻧﺴﻪ ﻭ ﺍﻳﺘﺎﻟﻴﺎ ﺑﻪ ﺍﻣﻀﺎ ﺭﺳــﻴﺪﻩ ﺑﺘﻮﺍﻧﻴﻢ ﺟﺎﻳﮕﺎﻩ ﻣﻨﺎﺳــﺒﻰ ﺭﺍ ﺩﺭ ﺑﺎﺯﺍﺭ ﺟﻬﺎﻧﻰ ﭘﻴﺪﺍ ﻛﻨﻴﻢ. ﺍﻳﻦ ﺭﺍﻫﻰ ﺍﺳــﺖ ﻛﻪ ﻛﺮﻩﺟﻨﻮﺑﻰ، ﻣﺎﻟﺰﻯ ﻭ ﺗﺮﻛﻴﻪ ﺑﻪ ﺁﻥ ﺳﻤﺖ ﺣﺮﻛﺖ ﻛﺮﺩﻩﺍﻧﺪ. ﺑﻨﺎﺑﺮﺍﻳﻦ ﭼﺎﺭﻩﺍﻯ ﺟﺰ ﺍﻳﻦ ﻧﺪﺍﺭﻳﻢ ﻛﻪ ﺑﺎ ﺷﺮﻛﺖﻫﺎﻯ ﺧﺎﺭﺟﻰ ﻣﺸﺎﺭﻛﺖ ﺩﺍﺷﺘﻪ ﻭ ﺍﺯ ﻓﻨﺎﻭﺭﻯ ﺁﻧﻬﺎ ﺍﺳــﺘﻔﺎﺩﻩ ﻛﻨﻴﻢ. ﺑﻪ ﻧﻈﺮ ﻣﻰﺭﺳــﺪ ﺩﺭ ﺳــﺎﻝ ﺁﻳﻨﺪﻩ ﺍﮔﺮ ﻫﻤﻪ ﻣــﻮﺍﺭﺩ ﺑﻪ ﺻﻮﺭﺕ ﻋﺎﺩﻯ ﭘﻴــﺶ ﺭﻭﺩ ﻭ ﺗﺤﺮﻳﻢﻫﺎﻯ ﺟﺪﻳﺪﻯ ﻋﻠﻴﻪ ﺍﻳﺮﺍﻥ ﺍﻋﻤﺎﻝ ﻧﺸﻮﺩ، ﺷﺎﻫﺪ ﺩﮔﺮﮔﻮﻧﻰ ﺍﺳﺎﺳﻰ ﺩﺭ ﺻﻨﻌﺖ ﺧــﻮﺩﺭﻭ ﺧﻮﺍﻫﻴﻢ ﺑﻮﺩ ﻛﻪ ﺍﻳﻦ ﺩﮔﺮﮔﻮﻧﻰ ﻫﻢ ﺍﺯ ﻧﻈﺮ ﻛﻤﻰ ﺑﻪ ﻣﻌﻨﺎﻯ ﺍﻓﺰﺍﻳﺶ ﺗﻮﻟﻴﺪ ﻭ ﻫﻤﻪ ﺍﺯ ﻧﻈﺮ ﻛﻴﻔﻴﺖ ﺧﻮﺍﻫﺪ ﺑﻮﺩ ﻭ ﺩﺭ ﺍﻳﻦ ﻣﻴﺎﻥ ﺍﻳﻦ ﻧﻜﺘﻪ ﻣﻬﻢ ﺍﺳﺖ ﻛﻪ ﺑﺎ ﺗﻮﺟﻪ ﺑﻪ ﺍﻣﻜﺎﻧﺎﺕ ﻣﻮﺟﻮﺩ ﺩﺭ ﺍﻳﺮﺍﻥ ﺣﺪﺍﻗﻞ ﺑﻪ ﺳﻄﺢ ﺗﺮﻛﻴﻪ ﻓﻌﻠﻰ ﺑﺮﺳﻴﻢ.
