Pesh­marga Min­istry re­sponds to Ma­liki’s state­ments

The Pesh­marga Min­istry of the Kur­dis­tan Re­gional Govern­ment (KRG) is­sued a state­ment clar­i­fy­ing the bud­get for the Pesh­marga forces and re­spond­ing to a re­cent state­ment by Iraqi Prime Min­is­ter, Nuri al Ma­liki, who said no ar­ti­cle of the Iraqi Con­sti­tu­tion men­tions that the bud­get of the Pesh­marga and Kur­dis­tan Re­gion Pro­tec­tion Forces is to be paid from the na­tional de­fense sys­tem bud­get.

The Pesh­marga Min­istry of the Kur­dis­tan Re­gional Govern­ment (KRG) is­sued a state­ment clar­i­fy­ing the bud­get for the Pesh­marga forces and re­spond­ing to a re­cent state­ment by Iraqi Prime Min­is­ter, Nuri al Ma­liki, who said no ar­ti­cle of the Iraqi Con­sti­tu­tion men­tions that the bud­get of the Pesh­marga and Kur­dis­tan Re­gion Pro­tec­tion Forces is to be paid from the na­tional de­fense sys­tem bud­get. The state­ment clar­i­fies that, ac­cord­ing to Ar­ti­cle 121 (5) of the Iraqi Con­sti­tu­tion, the Pesh­marga forces and army are le­gal and con­sti­tu­tional na­tional de­fense sys­tem forces. “More­over, ac­cord­ing to Ar­ti­cle 2 (3) of the Pesh­marga Min­istry Law No 19 of 2007, the Pesh­marga Forces have six ma­jor tasks charged to them, the most im­por­tant of which is de­fend­ing and pro­tect­ing the Kur­dis­tan Re­gion and sup­port­ing Iraq’s fed­eral de­fense forces in main­tain­ing the sovereignty and se­cu­rity of the Iraqi State,” read the state­ment by the Pesh­marga Min­istry. “Ac­cord­ing to Point 7 in the Rec­om­men­da­tions Ap­pen­dix agreed be­tween the KRG and the Iraqi Min­is­te­rial Coun­cil in June 21, 2007, the two par­ties agreed to change the term ‘Pesh­marga Forces’ to ‘Kur­dis­tan Re­gion Pro­tec­tion Forces’. Ac­cord­ing to the agree­ment, the bud­get of the Pesh­marga and Re­gional Pro­tec­tion Forces is de­fined as part of the na­tional de­fense sys­tem bud­get.”
