PM Barzani discusses IDP’S sit­u­a­tion in Duhok

In a meet­ing with the Duhok Gover­nor and ad­min­is­tra­tive of­fi­cials of the prov­ince on Wed­nes­day, Au­gust 13, 2014, Kur­dis­tan Re­gional Gov­ern­ment’s ( KRG) Prime Min­ster Nechir­van Barzani was in­formed about the sit­u­a­tion of the IDP who have fled from Sin­jar and Nineva Plains to the gov­er­norate of Duhok.

Farhad Atrushi, Gover­nor of Duhok briefed PM Barzani and his ac­com­pa­ny­ing del­e­ga­tion, about the cur­rent sit­u­a­tion of the IDP in his prov­ince, most of whom are Yezidi Kurds who have fled ISIS at­tacks on Sin­jar as well as Christians and other eth­nic and re­li­gious mi­nori­ties from the Nineva Plains.

Gover­nor Atrushi said that the prov­ince’s ad­min­is­tra­tive body and its peo­ple im­me­di­ately started to do their best to ac­com­mo­date and help the IDP in their best; how­ever, due to the huge num­ber of IDP, they are still in need of a lot of help.

Re­baz Mo­hammed Ham­lan, KRG Min­is­ter of Fi­nance and Econ­omy, who was ac­com­pa­ny­ing Prime Min­is­ter Barzani to Duhok, said that till now KRG has been solely fund­ing the aid process of the IDP, they have not re­ceived any ex­ter­nal fi­nan­cial sup­port for this mat­ter.

Min­is­ter Ham­lan also added that the $15 mil­lion fund that had been al­lo­cated to Duhok Prov­ince by a de­ci­sion of PM Barzani has ar­rived on Au­gust 13th and can im­me­di­ately be used.

Prime Min­is­ter Barzani promised the prov­ince’s au­thor­i­ties that the gov­ern­ment will do its best to sup­port them in help­ing the tens of thou­sands of IDP fled into the prov­ince in a short pe­riod of time.

Barzani also de­cided dur­ing the meet­ing to add an­other $10 mil­lion to the funds. He also promised to in­crease the funds more in the near future.

Barzani called for the im­me­di­ate sup­ply of the ba­sic and ur­gent needs of the refugees and later to think of all their longert­erm needs in the camps that will be con­structed in sev­eral ar­eas very soon.

The Kur­dish Pre­mier ex­pressed his gov­ern­ment’s grat­i­tude to­wards all the peo­ple of the area and Kur­dis­tan in gen­eral for the help and sup­port they are of­fer­ing to the IDP and de­scribed this as the high­est level of humanitarian and pa­tri­otic act which is worth re­spect and grat­i­tude.

Dr. Ali Sindi, Kur­dish Plan­ning Min­is­ter talked about the ef­forts of his min­istry with the in­ter­na­tional or­ga­ni­za­tions who are will­ing to pro­vide aid to the IDP and stated that due to the size of the catas­tro­phe and the ex­tremely dif­fi­cult sit­u­a­tion of the IDP they have con­vinced many rel­e­vant in­ter­na­tional or­ga­ni­za­tions and in­sti­tu­tions to pro­vide help to Kur­dis­tan Re­gion and the IDP at high lev­els.

Prime Min­is­ter Barzani con­cluded the meet­ing by telling the at­ten­dants about the most re­cent up­dates about the in­ter­na­tional sup­port for the Re­gion and said that with the ar­rival of arms and mil­i­tary sup­port the Kur­dish Pesh­marga Forces will be able to de­feat the Is­lamic State ISIS ter­ror­ists.

“What will be left is to heal the wounds that the ter­ror­ists have left in the hearts of the lo­cal peo­ple and the IDP, and this will need time, pa­tience, and proper treat­ment.”

On the sec­ond day of the visit, the KRG del­e­ga­tion met with the rep­re­sen­ta­tives of the Yezidis, in­clud­ing Hazim Mir Tahsin Bag, son and rep­re­senta- tive of the leader of the Yezidis in the world, Mir Tahsin Bag, Baba Sheikh, the lead­ing re­li­gious man of Yezidis and a num­ber of el­derly and re­li­gious men of the Yezidi com­mu­nity.

Dur­ing the meet­ing PM Barzani promised them that the gov­ern­ment will be do­ing its best to sup­port the Yezidi IDP.

He also vowed that they will win the war against ter­ror­ism first and then try to heal the wounds in the hearts of the Yezidis.

The PM Barzani ex­plained the re­mote lo­ca­tion of Sin­jar to Kur­dis­tan Re­gion and the dif­fi­culty Pesh­marga Forces find in lib­er­at­ing the area from the ISIS ter­ror­ists. He also said the im­bal­ance between the weapons of the ISIS and those of Pesh­mar­gas which makes it more dif­fi­cult for Pesh­mar­gas to lib­er­ate the area, and he also ad­mit­ted that there has been mis­takes and that this will be in­ves­ti­gated and those re­spon­si­ble will be pun­ished.

The Yezidi rep­re­sen­ta­tives ex­pressed their grat­i­tude for the ef­forts of the KRG and the Pesh­mar­gas for pro­tect­ing their peo­ple and ex­tend­ing their help­ing hands to all the IDP and sav­ing their lives from ter­ror­ism and harsh sit­u­a­tions on Mount Sin­jar. How­ever, they also said that their peo­ple need more help and asked the gov­ern­ment to pro­vide more sup­port and help to the peo­ple to re­turn to their homes.

PM Barzani re­it­er­ated his gov­ern­ment’s com­mit­ment to help the Yezidi IDP and vowed to lib­er­ate Sin­jar from ISIS. He also said they are try­ing their best to bring the case of the Yezidis to the in­ter­na­tional arena and to work for a le­gal in­ter­na­tional recog­ni­tion of this case as geno­cide.
