Newtown area plan hot topic of debate
SUCH WAS the time spent discussing the ins and outs of the Draft Local Area Plan for Newtownmountkennedy at Wicklow County Council on Monday, various items on the agenda were not reached.
After almost two hours spent debating whether or not the proposed amendments would be accepted, a decision was not made on whether the plan should be adopted.
Council members were divided on a number of Council proposals including to zone and additional 20ha of land beside Garden Village for employment use.
Correspondence from the landowners of the previously zoned land was received in the past week requesting that such rezoning would not go ahead and to include this land within the town boundary as the employment lands for Newtownmountkennedy and environs.
This is in addition to the 30ha area of land which was zoned in the 2002 plan and yet to be developed.
’This proposes to double the amount of land. It does not warrant that amount of zoning. I would like to know the thinking of the planners behind this,’ said Cllr. Nicky Kelly.
Wicklow County Council also proposes to extend the town boundary to include the lands and to zone 5ha of land on the west side of the interchange for employment uses.
Through these changes the Council aims to create a road link between the N11 interchange at Garden City and the Kilcoole Rd.
Questions raised by members included whether or not there would be a demand for employment spread across two zones and would the new road be installed purely to service the newly zoned land.
’I am totally opposed to any further zoning on that land. I am appalled that here is a very big estate with no services and no connection to Newtown/Kilcoole.
‘Do we just put zoning in to make it economic for people in that area. We need to do something with it,’ said Cllr. Pat Vance.
