New­town area plan hot topic of de­bate

SUCH WAS the time spent dis­cussing the ins and outs of the Draft Lo­cal Area Plan for Newtownmountkennedy at Wick­low County Coun­cil on Mon­day, var­i­ous items on the agenda were not reached.

Af­ter al­most two hours spent de­bat­ing whether or not the pro­posed amend­ments would be ac­cepted, a de­ci­sion was not made on whether the plan should be adopted.

Coun­cil mem­bers were di­vided on a num­ber of Coun­cil pro­pos­als in­clud­ing to zone and ad­di­tional 20ha of land be­side Gar­den Vil­lage for em­ploy­ment use.

Cor­re­spon­dence from the landown­ers of the pre­vi­ously zoned land was re­ceived in the past week re­quest­ing that such re­zon­ing would not go ahead and to in­clude this land within the town bound­ary as the em­ploy­ment lands for Newtownmountkennedy and en­vi­rons.

This is in ad­di­tion to the 30ha area of land which was zoned in the 2002 plan and yet to be de­vel­oped.

’This pro­poses to dou­ble the amount of land. It does not war­rant that amount of zon­ing. I would like to know the think­ing of the plan­ners be­hind this,’ said Cllr. Nicky Kelly.

Wick­low County Coun­cil also pro­poses to ex­tend the town bound­ary to in­clude the lands and to zone 5ha of land on the west side of the in­ter­change for em­ploy­ment uses.

Through th­ese changes the Coun­cil aims to cre­ate a road link be­tween the N11 in­ter­change at Gar­den City and the Kil­coole Rd.

Ques­tions raised by mem­bers in­cluded whether or not there would be a de­mand for em­ploy­ment spread across two zones and would the new road be in­stalled purely to ser­vice the newly zoned land.

’I am to­tally op­posed to any fur­ther zon­ing on that land. I am ap­palled that here is a very big es­tate with no ser­vices and no con­nec­tion to New­town/Kil­coole.

‘Do we just put zon­ing in to make it eco­nomic for peo­ple in that area. We need to do some­thing with it,’ said Cllr. Pat Vance.
