Pub­lic to ex­am­ine Kil­coole Area Plan

THE Kil­coole Lo­cal Area Plan 2008-2014 un­der­went a num­ber of amend­ments this week which will now go on pub­lic dis­play be­fore the plan is adopted by Wick­low County Coun­cil.

Lo­cal area coun­cil­lors Tom For­tune and Ge­orge Jones pro­posed the ma­jor­ity of the changes which in­clude the in­stal­la­tion of a new link road link­ing an ed­u­ca­tion zone to the Lott Lane junc­tion.

In ad­di­tion it was agreed by mem­bers to en­sure that land was re­served at Bal­ly­donarea for the pro­vi­sion of a new play­ground and pub­lic park.

Th­ese will be sit­u­ated ad­ja­cent to a res­i­den­tial de­vel­op­ment of a max­i­mum of seven prop­er­ties and ac­cord­ing to coun­cil­lors should be com­pletely funded by the de­vel­oper.

Cllr. Jones sug­gested that a ‘wa­ter­tight’ agree­ment should be met to en­sure that the project is se­cure and funded while Cllr. Pat Vance said that this was rea­son­able con­sid­er­ing that the landowner would ben­e­fit greatly from 50 per cent of their land be­ing re­zoned for res­i­den­tial pur­poses.

‘I am very keen to see a pub­lic park and play­ground in Kil­coole. This land was zoned as open space pre­vi­ously and was of lim­ited value to the owner. There should be an agree­ment put in place for the coun­cil to get the land at a rea­son­able price and it should not be zoned un­til this is done,’ said Cllr. Derek Mitchell. County Man­ager Ed­die Sheehy was of a sim­i­lar opin­ion and told mem­bers the zon­ing will be of sig­nif­i­cant ben­e­fit to the owner and that they should con­trib­ute to the pub­lic good.
