ANC el­i­gi­bil­ity changes in 2019

A change across the EU in how dis­ad­van­tag ed ar­eas el­i­gi­ble for pay­ments in the ANC ( Ar­eas of Nat­u­ral Con­straint) scheme are de­fined has been post­poned from 2018 to 2019.

D e s i g n at i o n o f e x i s t i n g el­i­gi­ble ar­eas was based on fac­tors such as stock­ing den­sity, fam­ily farm in­come, pop­u­la­tion den­sity, and the per­cent­age of the work­ing pop­u­la­tion en­gaged in agri­cul­ture.

The new des­ig­na­tion in 2019 will be based on fac­tors such as tem­per­a­ture, dry­ness, soil mois­ture, soil drainage, soil tex­ture and stoni­ness, root­ing depths, chem­i­cal prop­er­ties and steep­ness of slopes.

A g r i c u l t u r e Mi n i s t e r Michael Creed said of­fi­cials in his Depart­ment h a ve com­menced work on the new des­ig­na­tion, and are en­gag­ing with col­leagues at EU level to en­sure the best pos­si­ble o u t c o m e t o t h e rev i ew i s se­cured.

He said there will be con­sul­ta­tion with key stake­hold­ers, in­clud­ing farm­ers, as the process de­vel­ops fur­ther.
