In Ire­land, only 40 per cent of us have a sec­ond lan­guage, but that in­cludes those who can speak Ir­ish; the EU av­er­age is 54 per cent. Only in Bri­tain, Por­tu­gal, Italy and Hun­gary can fewer adults hold a ba­sic con­ver­sa­tion in an ad­di­tional lan­guage.
