With au­tumn upon us one of the busiest prop­erty sell­ing sea­sons of the year is about to kick off. The list­ing here in­di­cates there’s plenty of ac­tiv­ity on the new homes front, but still not nearly enough to ad­dress the dire hous­ing short­age. Hous­ing Agency es­ti­mates in­di­cate 30,000 new units a year are needed un­til 2020 based on the ex­ist­ing hous­ing sup­ply, cur­rent stock avail­abil­ity and de­mo­graphic trends, and a quick glance be­low shows there are still not nearly enough schemes com­ing on stream.

Of the schemes that are com­ing to the mar­ket the num­bers of units in­volved re­main con­ser­va­tive. On the up­side there are a few far more am­bi­tious schemes ear­marked and un­der­way in large tracts of Dublin and other ur­ban cen­tres, they just won’t be com­ing to mar­ket any time soon. Mean­while prices are ris­ing at about 10.5per cent an­nu­ally.

The eas­ing of the Cen­tral Bank lend­ing re­quire­ment for first time buy­ers and the in­tro­duc­tion of the Help to Buy tax re­bate in­tro­duced in last Oto­ber’s Bud­get had a clear and im­me­di­ate im­pact on new homes de­mand, and with­out ques­tion they have acted as a stim­u­lus for the in­dus­try. The fact that de­vel­op­ers pock­eted the lion’s share of the fis­cal ben­e­fit in the form of in­creased prices is nei­ther here nor there. The mar­ket will al­ways re­spond ac­cord­ingly to such in­ter­ven­tions.

The worry is that now that the de­mand side has been in­cen­tivised – rightly or wrongly – to buy, the sup­ply side is sorely lag­ging. Any num­ber of lobby groups and

It es­sen­tially boils down to build­ing costs and taxes. They say as long as it is cheaper to buy a sec­ond-hand home within range of the ur­ban cen­tre than it is to build, the prob­lem will per­sist.

In a bid to tackle all this the lat­est po­lit­i­cal sound­ings in­di­cate that the Min­is­ter for Hous­ing, Eoghan Mur­phy, may in­tro­duce a new semi-State com­pany that will co­or­di­nate and mar­shal house-build­ing at a na­tional level. The idea would be to by­pass the bu­reau­cratic red tape of lo­cal au­thor­i­ties and cre­ate a new hous­ing cor­po­ra­tion, an over-arch­ing de­vel­oper of State-funded homes if you will, along the lines of Ir­ish Wa­ter. (And we all know how smoothly the Ir­ish Wa­ter project has clipped along.)

Clear think­ing

There is no ques­tion that the mar­ket needs all the help and clear think­ing it can get, but wasn’t Simon Coveney’s Re­build­ing Ire­land pol­icy doc­u­ment meant to be a blue­print for all this? Doesn’t the Hous­ing Fi­nance Agency al­ready raise fund­ing for distri­bu­tion through lo­cal au­thor­i­ties and vol­un­tary hous­ing bod­ies? Do we re­ally need to push the whole thing out to arm’s length and pay even more peo­ple at a re­move to look after the is­sue?

Mean­while, re­ports that the Help to Buy scheme may be scrapped in the com­ing Bud­get have the po­ten­tially counter-in­tu­itive ef­fect of push­ing new homes prices up even fur­ther as would-be buy­ers rush into the mar­ket to avail of the in­cen­tive be­fore it dis­ap­pears. Not ex­actly the de­sired ef­fect and re­ports this week in­di­cate there may be a re­think of such a pol­icy u-turn.
