A clus­ter bomb con­sists of a large outer can­is­ter that au­to­mat­i­cally opens, re­leas­ing hun­dreds of smaller bomblets over a wide area. Up to 30 per cent of 1960s clus­ter mu­ni­tions did not det­o­nate on im­pact.
