TAX CREDIT FOR REFURBISHMENT AND DIGITALISATION
Intervention by MIBACT to support the hotel tourism sector
Italian Decree-Law No. 83/2014, implemented with amendments by law 106/2014, identified specific measures for redevelopment of hotel structures and digitalisation for all tourist businesses, with allocation of a tax credit for 30% of relative expenses incurred the previous year. Providing businesspeople with the tools they need to increase the competitiveness of the Italian product was deemed to be a critical factor. In particular, a Ministerial Decree issued on 7 May 2015 laid down the implementation methods for the “Tax credit for redevelopment of hotel businesses”, which included building alterations for hotels with focus on energy efficiency, accessibility, improvement in incoming services and modernisation of fixtures and fittings in the structures. According to article 9 of Decree-Law 83/2014, costs linked to digitalisation of all tourism businesses, including intervention regarding hardware and software for management, bookings and promotion, and also the management training and tutoring required to face the challenge of online market innovation.
A total of €75,000,000 was allocated as funding for the digital tax credit and €220,000,000 for refurbishment, to be claimed over 5 years. The MIBACT (Italian Ministry for Cultural Heritage and Tourism) created a specific portal on its website that enabled those interested to use an assisted procedure, also supported by a dedicated tutorial and a call centre, to submit their applications.
In addition to its extremely userfriendly interface, this platform allowed interaction with both the InfoCamere web service and with the databases made available by the professional registers. This interaction meant that checking and controlling of the businesses’ data was almost entirely automated, enabling publication of those accepted for funding within the set timescale of 60 days.
The huge response to this measure was shown by the number of applications received: on the second click day for refurbishment relative to the procedure for the second year, from 3 to 5 February 2015, 3161 applications were received. In total, for 2014, 1893 businesses benefitted from tax credit for digitalisation, while 748 companies received the go-ahead for tax credit for refurbishment purposes.
