In­ter­ven­tion by MIBACT to sup­port the ho­tel tou­ri­sm sec­tor

Ita­lian De­cree-Law No. 83/2014, im­ple­men­ted wi­th amend­men­ts by law 106/2014, iden­ti­fied spe­ci­fic mea­su­res for re­de­ve­lo­p­ment of ho­tel struc­tu­res and di­gi­ta­li­sa­tion for all tou­ri­st bu­si­nes­ses, wi­th al­lo­ca­tion of a tax cre­dit for 30% of re­la­ti­ve ex­pen­ses in­cur­red the pre­vious year. Pro­vi­ding bu­si­nes­speo­ple wi­th the tools they need to in­crea­se the com­pe­ti­ti­ve­ness of the Ita­lian pro­duct was dee­med to be a cri­ti­cal fac­tor. In par­ti­cu­lar, a Mi­ni­ste­rial De­cree is­sued on 7 May 2015 laid do­wn the im­ple­men­ta­tion me­thods for the “Tax cre­dit for re­de­ve­lo­p­ment of ho­tel bu­si­nes­ses”, whi­ch included buil­ding al­te­ra­tions for ho­tels wi­th fo­cus on ener­gy ef­fi­cien­cy, ac­ces­si­bi­li­ty, im­pro­ve­ment in in­co­ming ser­vi­ces and mo­der­ni­sa­tion of fix­tu­res and fit­tings in the struc­tu­res. Ac­cor­ding to ar­ti­cle 9 of De­cree-Law 83/2014, costs lin­ked to di­gi­ta­li­sa­tion of all tou­ri­sm bu­si­nes­ses, in­clu­ding in­ter­ven­tion re­gar­ding hard­ware and soft­ware for ma­na­ge­ment, boo­kings and pro­mo­tion, and al­so the ma­na­ge­ment trai­ning and tu­to­ring re­qui­red to fa­ce the chal­len­ge of on­li­ne mar­ket in­no­va­tion.

A to­tal of €75,000,000 was al­lo­ca­ted as fun­ding for the di­gi­tal tax cre­dit and €220,000,000 for re­fur­bish­ment, to be clai­med over 5 years. The MIBACT (Ita­lian Mi­ni­stry for Cul­tu­ral He­ri­ta­ge and Tou­ri­sm) crea­ted a spe­ci­fic por­tal on its web­si­te that ena­bled tho­se in­te­re­sted to use an as­si­sted pro­ce­du­re, al­so sup­por­ted by a de­di­ca­ted tu­to­rial and a call cen­tre, to sub­mit their ap­pli­ca­tions.

In ad­di­tion to its ex­tre­me­ly user­friend­ly interface, this plat­form al­lo­wed in­te­rac­tion wi­th bo­th the InfoCamere web ser­vi­ce and wi­th the da­ta­ba­ses ma­de avai­la­ble by the pro­fes­sio­nal re­gi­sters. This in­te­rac­tion meant that chec­king and con­trol­ling of the bu­si­nes­ses’ da­ta was al­mo­st en­ti­re­ly au­to­ma­ted, ena­bling pu­bli­ca­tion of tho­se ac­cep­ted for fun­ding wi­thin the set ti­me­sca­le of 60 days.

The hu­ge re­spon­se to this mea­su­re was sho­wn by the num­ber of ap­pli­ca­tions re­cei­ved: on the se­cond click day for re­fur­bish­ment re­la­ti­ve to the pro­ce­du­re for the se­cond year, from 3 to 5 Fe­brua­ry 2015, 3161 ap­pli­ca­tions we­re re­cei­ved. In to­tal, for 2014, 1893 bu­si­nes­ses be­ne­fit­ted from tax cre­dit for di­gi­ta­li­sa­tion, whi­le 748 com­pa­nies re­cei­ved the go-ahead for tax cre­dit for re­fur­bish­ment pur­po­ses.

Click day for di­gi­ta­li­sa­tion in 2015 will start on 25 Fe­brua­ry.
