ONE HUN­DRED per cent of ju­ve­nile wards and 80 per cent of adult in­mates are to be en­rolled in life skills re­ha­bil­i­ta­tion pro­grammes.

The FLA will have to de­liver an ef­fi­cient li­cens­ing regime for the pri­vate firearms in­dus­try. Ninety per cent of new ap­pli­ca­tions for li­cences, cer­tifi­cates and per­mits should be de­cided on within a 12-month pe­riod, and 90 per cent of li­cence re­newals should take no more than 25 min­utes.

All com­plaints of breaches of li­cence and per­mits must be in­ves­ti­gated by the com­mit­tee.

At PICA, the ob­jec­tive is to en­hance risk-based, data-driven in­spec­tion. Also, to have 80 per cent of pas­sen­gers at the Nor­man Man­ley Air­port in Kingston clear im­mi­gra­tion within two min­utes. At Sang­ster In­ter­na­tional Air­port, 83 per cent of pas­sen­gers should be pro­cessed within the same pe­riod.
