At in­cep­tion, the Garissa gov­ern­ment, un­der Gov­er­nor Nathif Jama, promised to im­prove health­care. It said health in­di­ca­tors in the county are poor, cit­ing high ma­ter­nal, in­fant and child mor­tal­ity, acute mal­nu­tri­tion, low im­mu­ni­sa­tion cov­er­age, and dif­fi­culty in ac­cess­ing med­i­cal care be­cause it had scat­tered health fa­cil­i­ties with in­ad­e­quate per­son­nel. The county then planned to re­ha­bil­i­tate med­i­cal cen­tres; in­crease the num­ber of health cen­tres and make them ac­ces­si­ble; ex­pand mo­bile health ser­vices es­pe­cially for the mo­bile ru­ral pop­u­la­tion; sub­sidise health ser­vices; en­sure free, qual­ity pri­mary med­i­cal ser­vices; and give free es­sen­tial drugs.
