Kisumu wants EACC to probe ward fund

Five ward com­mit­tee mem­bers to step aside or be sus­pended dur­ing probe

Kisumu county as­sem­bly has asked the anti-graft agency to au­dit spend­ing and in­ves­ti­gate al­leged fraud in the county Ward De­vel­op­ment Fund.

As­sem­bly clerk Philip Adundo said on Septem­ber 28, the as­sem­bly adopted the re­port of a com­mit­tee formed to in­ves­ti­gate fraud­u­lent use of pub­lic funds.

He urged the Ethics and Anti-Cor­rup­tion Com­mis­sion to take ac­tion­rec­om­mended in the re­port.

“We have writ­ten to the com­mis­sion and we are waiting for their re­sponse,” Adundo told the Star on the phone.

The clerk has also writ­ten to county sec­re­tary Humphrey Nak­i­tari, no­ti­fy­ing him that five gov­ern­ment of­fi­cials, who are sig­na­to­ries to the funds, will be in­ves­ti­gated.

Mem­bers of the Kisumu County Ward De­vel­op­ment Man­age­ment Com­mit­tee to be in­ves­ti­gated are Fi­nance chief of­fi­cer Cephas Kasera, fund ad­min­is­tra­tor Ge­orge Any­onga, Trans­port chief of­fi­cer Sa­muel On­dola, Ja­cob Muga (Wa­ter) and Lil­ian Ogombo (En­ergy).

“The mem­bers are ex­pected to step aside or be sus­pended un­til the in­ves­ti­ga­tion is com­pleted,” the let­ter dated Oc­to­ber 4 says.

MCAs have ques­tioned the rush by the as­sem­bly to re­quest the EACC to in­ves­ti­gate. They said the re­port rec­om­mend­ing the probe was not adopted by the house.

Dur­ing de­lib­er­a­tion on the re­port two weeks ago, chaos erupted at the as­sem­bly and a cler­i­cal of­fi­cer was as­saulted.
