Res­i­dents said some se­cu­rity per­son­nel take bribes from al Shabaab to ig­nore their pres­ence. This is­sue was also raised by Man­dera Se­na­tor Bil­low Ker­row af­ter the Bishaare at­tack. Some 138-ter­ror re­lated deaths in 14 at­tacks have been recorded in Man­dera since 2012. The worst year was 2014. Ninety per cent of the vic­tims were non-lo­cals. Man­dera North and Man­dera East con­stituen­cies are the most-af­fected as they are on the Kenya-So­ma­lia bor­der.
