The United Na­tions re­port said peace­keep­ers failed to re­spond to an at­tack by South Su­danese gov­ern­ment troops at the Ho­tel Ter­rain in the cap­i­tal Juba, less than a mile from the UN com­pound. The re­port said dur­ing the at­tack, civil­ians were sub­jected to and wit­nessed gross hu­man rights vi­o­la­tions, in­clud­ing mur­der, in­tim­i­da­tion, sex­ual vi­o­lence and acts amount­ing to tor­ture per­pe­trated by armed gov­ern­ment sol­diers. The fight­ing in­volved he­li­copter gunships and tanks pitting Pres­i­dent Salva Kiir’s forces against sol­diers loyal to for­mer Vice Pres­i­dent Riek Machar.
