Chi­nese firm ir­reg­u­larly awarded Sh6.8bn ten­der, says Athi Wa­ter board mem­ber

An Athi Wa­ter Services Board mem­ber has said the Sh6.8 bil­lion bulk wa­ter sup­ply ten­der was ir­reg­u­larly awarded.

In a response to a suit filed by ac­tivist Okiya Om­tata and Florence Kanyua, Bancy Nju­guna yes­ter­day said the man­age­ment hired the China State Cor­po­ra­tion and paid Sh141 mil­lion in ad­vance to un­der­take a project that was not ap­proved by Nema.

She said the award un­der­mined the in­ter­ests of the pub­lic. Nju­guna said an in­ter­nal au­dit done in June 30 showed Sh33 mil­lion was stuck in Chase Bank when it went into re­ceiver­ship.

She said that dur­ing the Au­dit, Risk and Gov­er­nance Com­mit­tee meet­ing last month, the man­age­ment in­formed the panel only Sh1 mil­lion of the Sh33 mil­lion had been re­cov­ered. “It is ir­reg­u­lar for the man­age­ment to have kept the board in the dark,” Nju­guna said.
