“The im­ple­men­ta­tion of devo­lu­tion is an­chored on the prin­ci­ples of con­sul­ta­tion, re­spect and pur­su­ing of pro­vi­sions of Ar­ti­cle 62 of the con­sti­tu­tion to seek me­di­a­tion. There is a strong mech­a­nism of dis­pute res­o­lu­tion but it is rarely used, through the In­ter-govern­men­tal re­la­tions Com­mit­tee which has the man­date. But it has failed to give an in­ter­face be­tween the coun­cil of gov­er­nors and na­tional govern­ment to re­move the hic­cups. But it is in­cum­bent upon the na­tional govern­ment to pro­vide a fo­rum for con­sul­ta­tion to ensure the grey ar­eas in the im­ple­men­ta­tion are re­moved.”


“In 2013 I sup­ported James Nyoro be­cause I be­lieved he had the best vi­sion for Kiambu county. He did not make it. This time I am ready to work with any­one, in­clud­ing a gov­er­nor elected by the peo­ple of Kiambu. My knowl­edge is use­ful in Par­lia­ment not county where I can use it to ensure that we have fair dis­tri­bu­tion of re­sources to all the de­volved units.”
