The in­cease in the num­ber of pris­on­ers for­merly on death row over the past decade could be a ma­jor con­tribut­ing fac­tor in the rise of un­rest in the coun­try’s over­crowded and over­stretched cor­rec­tional fa­cil­i­ties, a re­port said in 2009. Some of the more than 4,000 pris­on­ers were said to be the prime movers be­hind the ri­ot­ing that has rocked Kamiti Max­i­mum Se­cu­rity Prison, as well as Naivasha and King’ong’o. Cases of in­dis­ci­pline among in­mates have been re­ported in var­i­ous prisons.
