(+) DEPARTMENTS THAT DRAW THE MOST COMPLAINTS FROM THE PUBLIC
Police, land, judiciary and pension departments top the list of government offices that have most complaints against them from the public.
-On police, even though the new constitution turned them to a service, the Ombudsman observes that they have stuck to a culture of force, brutality, human rights abuses, entangled in corruption
-On land, most complaints range from corruption by land officials, double allocation, missing files, delays in processing titles, land grabbing and fraudulent transactions that sometimes stem from unresolved land injustices.
-On judiciary, dissatisfaction from citizens includes cases that take too long to be resolved, missing court files, corruption, misconduct and abuse of office by court officials.
-On pensions, more than 80 per cent of pensioners face hurdles in accessing their stipends or packages, which includes inability to access their pensions, stopped payment and less payment than that they are entitled to.
