The sup­ple­men­tary bud­get had al­lo­cated Sh483 mil­lion to pay con­trac­tors for com­pleted projects and Sh72 mil­lion for road main­te­nance. The MCAs said the ex­ec­u­tive does not con­sult on devel­op­ment projects. Un­der re­cur­rent ex­pen­di­ture, Sh17 mil­lion was al­lo­cated to the county assem­bly Provider Fund Trans­fers, Sh73 mil­lion to the county ex­ec­u­tive gra­tu­ity pro­vi­sion (var­i­ous of­fi­cers), Sh2.6 mil­lion for trans­fer of funds FFIF04 (JOORTH). Oth­ers in­cluded Sh52 mil­lion for sup­ply of drugs from Kemsa, Sh6.6 mil­lion for users fess (health cen­tres and dis­pen­saries) and Sh9.6 mil­lion for free ma­ter­nity. Nom­i­nated MCA Ly­dia Odhiambo said the ex­ec­u­tive takes the assem­bly for granted dur­ing the mak­ing of the bud­get. She said the ex­ec­u­tive should be re­quired to pro­vide many doc­u­ments to jus­tify the pro­posed ex­pen­di­ture. “We don’t want jokes,” Odhiambo warned.
